The people of Ghana want spot fines to be paid into a joint account for the GPRTU and the Highway Authority mainly for the repair of roads and not to fill the pockets of the boys or NDC foot soldiers. Car owners passengers and Drivers should speak up. This gathered money must be published in the Daily Graphic weekly to show some transparency. Simply forms must be issued and the fine must be paid into the account.

Evidences should be backed by video coverage. After 5 penalties points should be put on drivers licences to serve as a deterent to others. Reckless drivers should have their licences suspended for at least 6 months.

1. You have to plan the city with vertical and horizontal streets,.street names and addresses. This is the first thing you must invest in. It will. CUT down efficiency by more than 90percent. A more efficient city will lead to more revenue. Increased tax collection,.efficient policewoman etc
2. Build a kumasi comvention center. For all job fairs,.concerts, business symposiums,.trsde fairs, car shows etc
3. Work on drainage, water and electricity
4. Ashanti region sovereign Wealth Fund:A percentage of proceeds from oil, gold, diamonds, cocoa revenues etc should be deposited yearly in a Ghana Sovereign Wealth Fund account, a national 401k. This money will never be touched by any govt, period! This money will be invested all over the world in socially constructive projects. Projects to be excluded can include chemical nuclear projects, environmentally disastrous projects, product based exclusions, tobacco, walmart(human rights abuses). The ROI from this fund will be used to supplement infrastructure projects in the region.
5. Go.for loans to supplement development projects in the region.
6. Kumasi city hall/metropolitan assembly must have a design facelift
7. Every dce, mayor, regional minister, cabinet minister, president must play a game.of MONOPOLY as part of their training.
8. If these few things are done with discipline and dignity. Real renaissance of change will begin to surface in our lovely nation called Ghana.

Employees make sure they issue the tickets otherwise they are sacked immediately. If we don't take care people are going to enrich themselves.A DRIVER WHO DOES NOT WANT TO PAY OR GO TO COURT WILL JUST GIVE SAY A THIRD OF THE AMOUNT TO THE COLLECTOR AND LEAVE WITHOUT ANY RECEIPT. I agree perfectly with you Bill. i bought a Venza with original reflectors and i was still arrested by the Police because i do not have sticker reflectors. it is amazing how we think in this country......

Tweak the spot fine to achieve the following:
1. Each police station/precinct must have its own fine or moving violation ticketing series of books.
2. Tickets or fine books/coupons must carry or have each moving violation and corresponding fine amount listed/printed on the reverse side of each ticket; a duplicate copy goes to the offending driver.
3. All payments made must have electronic receipts to ensure electronic foot prints which will come in handy to aid in auditing/auditors.
4. All payments must have linkages to the police station/precinct where the ticket/coupon originated so credit can be assigned to officers at that police station/precinct.
5. All fines coming out of traffic adjudication courts must also reference police station/precinct where ticket was issued.
6. A percentage of the revenue generated from the system must be dedicated to supplement the wages of the police at the precinct. This will make honest men out of the police. Officers at each precinct get to share in the supplemental bonuses pay derived from their hard work and with money in their pockets there is hope that the temptation for police officers to engage in bribery and corrupt activities at the expense of drivers will be minimized.
7. A percentage of the revenue must also be dedicated to supplemental purchase of police communications equipment for each precinct that is successful at the process.
This process will help make our street safe, because they will be incentive to traffic police to generate more revenue for their respective precincts by being honest and vigilant. One life saved by this process would be worth it.
