It recommended that the IT processes of the Department be outsourced to a private firm to ensure that ghost names and overpayments are stopped.

Every single government worker must be investigated through a grand nationwide national roll call of all government workers. These workers must provide their appointment letters, bank accounts and their pay slips if any. They must provide witnesses and proof that they are really doing the said work for which they are appointed. This must be supervised by the military, police, auditors, appointed lawyers, and independent IT personnel. Those who stay away are gost names and those who sign appointment letters, those who supervise workers and those who pay workers must be called to answer questions as to why they keep paying people who are not workers. I will clean this canker for Ghana in this style because the cost of doing this in a single day or two is less than the cost of paying the ghost workers.

The Mahama NDC gov't is complicit in the payroll fraud to loot the national purse into oblivion.
After the heads and directors of public institutions and agencies appointed by John Mahama have padded their payroll system with NDC foot-soldiers and ghost names, they then siphon the looted funds ala National Service Scheme style and pump those looted funds back into the NDC party and for their personal aggrandizement.
That is the thievery Ghana has been saddled with under this Mahama NDC gov't, a policy of communist e de bee k3k3 NDC thievery.
