This has had a profound effect. A small minority has become over-represented and almost overbearing in Ghana. Many left Ghana for this reason. We have to address this problem.

In Black Africa new laws don't change anything.There is overwhelming evidence that the BLACKMAN is not capable of managing his affairs.The WHITEMAN is laughing and the great Kwame Nkrumah is turning in his grave.

I am afraid this law will give mother Ghana another 70 years of "No Planning". The hidden agenda in all this is to fill-up personal pockets. Public input into the design of the law could have blocked some of those loop-holes.

It truly does not matter what you call an ineffective and inefficient agency of government. What is needed is an effective institution that will bring sanity and planning into the planning and development board/agency. People forget that what works in some developed countries will not work in Ghana because there are no effective enforcement agencies in Ghana. Hence the myriad of agencies currently involved in the process of selling and buying of land, registration of land, acquiring development permit and the inspection of construction work and verification of zoning laws have become part of the built-in ineffectiveness of government and source of why there are no true planned and developed areas in Ghana.
I challenge anyone to point to a presumed planned development community in Ghana since 1980. Look here, Ghanaians are not law abiding period. The best hope Ghana will ever have in achieving planned and developed communities is by doing the following:
1. Any stool land being sold by respective chiefs, private owners and or by land brokerages must be sold to a national government agency first without exception.
2. The government has just 1 year by law to develop the land prior to sale. This development must include plot demarcations, concrete and or bituminous roads, drainage and sewage systems, telecommunications system infrastructure, covered gutter and drainage systems, electricity and water ready stations at each plot and a legitimate address to boot.
3. There must be community maintenance agreements that come with all plots which will force all residence of a given community to adhere to standard yard, street and property maintenance.
4. The sale/asking price of the land must reflect original cost of land ( as sold by chiefs and private owners) plus all incurred expenses of the government for infrastructure additions without profit to government.
5. Plots can be sold to buyers who provide both electronic and hard copies of planned structures and are ready to pay for land development and registration fee along with the sale price of the plot(s).
6. The government will derive profits through property tax revenues and other government provided services.
This process will make it easy for inspectors to locate and inspect any and all development project sites and for Ghana water, electricity, sewage and drainage agencies along with Ghana postal service to easily provide and collect monthly, quarterly and semi-annual fees that may be imposed on communities by service providers.
This is how true planned and developed communities can be achieved in Ghana. The current system has made a mockery of planning and development of communities in Ghana where the tracking and locating properties is highly unlikely and we have registered addresses at the Registrar Generals and other state institutions that cannot be found and or their very existence cannot be ascertained. Let’s bring sanity to this madness. For those who cannot trust government to do anything right I say the government is a reflection of the unprincipled citizenry we’ve become.

So, we would strike out your Items 1 & 2. Accra has too much power, control, and privileges. That is a fundamental part of the Ghana development quagmire.
So, naturally, we are all serious. What, pray tell, are the provisions of the law they are passing in Parliament?
