A percentage of proceeds from oil, gold, diamonds, cocoa revenues etc should be deposited yearly in a Ghana Sovereign Wealth Fund account, a national 401k. This money will never be touched by any govt, period! This money will be invested all over the world in socially constructive projects. Projects to be excluded can include chemical nuclear projects, environmentally disastrous projects, product based exclusions, tobacco, walmart(human rights abuses). The ROI from this fund will be used to supplement infrastructure projects. Is Ghana a cursed, weak institution? Yes, I agree whole heartedly!

Veep is right that we can not develop from oil sales. The truth is there is oil in our country but it is not for us period. Agriculture is 100% for our development and that is what government should focus on.

-CROP DISEASES: especially diseases that affect the cocoa plant (eg. Black Pod disease). Research to understand the pests and reveal targets for their eradication.
-MALARIA: (a) herbal preparations that can kill the Plasmodium parasite,
(b) local leaves and plant parts that can repel mosquitoes.
-SICKLE CELL DISEASE:
It is now scientifically well-established that the most effective way to treat sickle cell patients is the make the human body produce FETAL hemoglobin. HbF is unable to undergo sickling. So, research should attempt to discover local agents (whether chemical or herbal) that can induce the formation of HbF in SCD patients.
HYPERTENSION/STROKES: The potassium level of all local foodstuff should be determined. This would enable nutritionists to make proper dietary recommendations for hypertensive and stroke-prone patients.
GASTROINTESTINAL INFECTIONS: The friendly bacteria ("PROBIOTICS") in the body help ward off the bad guys, (in addition to destroying some toxins including some carcinogens, and synthesizing some B vitamins). Food items that promote the growth and multiplication of probiotics are called PREBIOTICS. In fact, most complex sugars (eg. fructooligosaccharides) are prebiotics. Our scientists should strive to uncover many prebiotics for general consumption.
ASTHMA: As the late Prof Ewurama Addy worked on, research should reveal more plants that are capable of relaxing airway smooth muscles.
DIABETES: Local research to lead to the discovery of more natural non-sugar sweeteners as found in many berries.
Also, our scientists should determine the glycemic indices of all local food items, to enable nutritionists to make dietary recommendations for diabetics.
CANCER: Which local plants have agents that can prevent the spread of cancer (metastasis) in lab animals? One strategy for shrinking tumors and potentially stopping cancer in its tracks is to block the growth of new blood vessels ("angiogenesis"). Are the local materials that can act as angiogenic agents?
EDUCATION: What are the most effective techniques for teaching mathematics to children?
PHYSICS/ENGINEERING: (a) Is it possible to make solar panels ("Photovoltaic cells") with CHEAP local materials?
(b) Can hydrogen fuel cells be fabricated in Ghana to supplement electrical power (especially for light)?
COMPUTER SCIENCE:
(a) Can we assemble a 100 Ghana Cedi laptop for the masses?
(b) Software for health records in Ghanaian hospitals
(c) Smartphone Apps for educating the populace (sanitation, nutrition, etc) and also for public service announcements (eg, the national budget explained to the lay person).
AGRICULTURE: (a) Long-term food storage devices (b) fertilizers from local materials (c) seed dispersal contraptions.
BUILDING TECHNOLOGY: Locally reinforced (chemically) materials to replace the mud huts
ROAD TECHNOLOGY: Development of a novel pothole-resistant road paving material.
MECHANICAL ENGINEERING: Creation of all-terrain hand carts for our market women, to help spare their skulls!
As I said earlier, the above constitute a tiny drop in the bucket of research topics and ideas that should be considered for funding by the government.

With widespread poverty in Ghana, more people living in filth and squalor, poor education system, lack of infrastructural development, broken down health care delivery system, acute housing problem, and with an economy that produced next to zero jobs year after year and income levels at an all-time low, I'm amazed why we choose to describe ours as a lower middle income economy. Whatever that means!
At last here is someone being less economical with the truth and calling a spade by its real name. We are a lower income economy. Period! Yes,- there was "corruption" but corruption was not institutionalised, yes; we have always been tribal, but playing tribal card or wearing tribal tag was not the character of the visionary leader. Osagyefo's message to the people was, the people should move 'forward and not backward'. An inspirational leader and not a dummy.
