The Majority Leader in Parliament, Dr. Benjamin Kumbour, has stated that the biggest problem facing Ghana is the lack of ‘thinking people’ in political leadership. According to him, Ghana’s economy is affected by the lack of initiative from people appointed into political leadership positions.
"In this country, we spend so much time paying people to talk; we don’t pay people to think, this is what is the problem of this country.’’
"All the matured democracies and industrialised countries you’ve seen, they have always found time to pay people to think and not just to talk," said Dr. Kumbuor in an interview with Citi FM's Richard Dela Sky.
According to the Member of Parliament for Nandom, a neighbouring country like Burkina Faso is getting it right with investment in agriculture than Ghana is: "because people are thinking about the future of Burkina; people are thinking and interpreting their environment and finding answers to the challenges of their environment.’’
But the contrary he said, is happening in Ghana because "we just do not want to perfect our institutions and structures to reflect changing demands"
Dr. Kumbour said the people of Burkina Faso do not spend time shouting about their achievements, but rather are engaged in finding solutions to their problems and that the evidence is there for all to see.
He warned that if Ghana's political leadership do not have a change in attitude towards problem solving, then "every problem that is known and has been solved in some country will always come to us as a new problem."
The Majority leader also expressed worry over the situation in Ghana where people who insult are the most glorified. "…Who do we glorify; those who can insult each other on the radio in the morning, those who can publish a lot of things that destroys people’s lives forever; those are the ones who are the champions in Ghana."
Dr. Kumbour said the media could not be blamed for the kind of stories in circulation.
"It is not the media; we [politicians] send the stories to them and so if they decide to embellish it according to their editorial policy, you can’t blame them…," he stated.
He urged politicians to devote time to dealing with issues that impact the lives of Ghanaians positively."Let us get our priorities right; let us [Politicians and Leaders] put and devote our time to the core issues," he added.

Most of the things he took credit for had been started by the British, our colonial masters. For instance Tema Motorway was on the drawing board when he took over and Akosombo Dam was not his brainchild. KNUST was established by Asantehene and the British. Surprisingly, most of the things he takes credit for were never initiated by him
Independence, for instance, was sought for by many and achieved under the aegis and cunningness of Kofi Nwiah, trickster and schemer extraordinaire. Well, all along I have been asking how and under what circumstances "Francis Kofi Nwiah" was able to change his name to "Kwame Nkrumah". I know that it is permissible for anybody to change his name anytime he or she wishes but it is strange and beyond comprehension for one to change his birthday from Friday to Saturday ie from Kofi to Kwame. This is what makes me suspicious of Kofi Nwiah or Kwame Nkrumah. He claimed that his date of birth was 21st September 1909. This day according to the 20th century Calendar was a Tuesday!!! So was Nkrumah born on a Tuesday, a Friday or a Saturday? We must find out what he was up to with all these very strange findings. He was indeed cunning and only preyed on the emotions of the Ghanaian masses. It was my wish that president Mills would set up a committee to investigate before declaring Nkrumah's "unknown" birthday a holiday.
When he took over we had trade surplus running into millions of Pound Sterling but when he was forced out we had a trade deficit of several million pounds sterling!! This was the result of bad governance. He should have been overthrown earlier than 1966. We all saw good governance under K4. To me K4 is the best president Ghana has ever had. Kuffour is the greatest. We thank Kotoka and Afrifa for stoping the dictator in his tracks. Ayekoo Kotoka and Afrifa. Kotoka AirPort should never be renamed.

It would be recalled that before Election 2000, the Rawlings's P/NDC had ruled Ghana for 19 solid years. This era, as we all know, was marked by human rights abuses, tribalism, corruption, economic hardship, cash and carry system, and more seriously, serial killings of women.
What then did President John Agyekum Kufuor and his NPP do with the power given him between 2001 and 2009? This write-up seeks to find the answer under social infrastructure, policies & programmes, and good governance.
ON SOCIAL INFRASTRUCTURE • Kufuor's tenure witnessed the construction of two new sports stadia at Essipong and Tamale; the rehabilitation of both Accra and Kumasi sports stadia, and another sports complex in Cape Coast.
• Under Kufuor, a new Presidential Palace was built to house the president and his family; the Accra-Tema commuter railway line was constructed, and the Keta Sea Defence wall was built to protect the people of Keta.
• A $622m loan was secured for the construction of the Bui Dam & Bui City Project; the Boankra Inland Port was started (now abandoned); major feeder and trunk roads (Accra-Kumasi-Aflao-Kasoa-Cape Coast, Aburi), several by-passes in Accra and Kumasi including the Sofoline and Asafo interchange, and George Walker Bush 14km High Way were all constructed.
• The Peduase Lodge, which had been abandoned was restored; several boreholes were drilled to end the perennial water problems in Cape Coast and Tamale; the Aboadze Thermal Plant was expanded; the Kofi Annan ICT Centre for Excellence, and state-of-the art wood village at Sokoban in Kumasi for Anloga carpenters were all built.
• Another legacy of Kufuor is the construction of the Accident and Emergency Centre with a landing base at the Komfo Anokye Teaching Hospital (KATH). This has saved several precious lives.
• Besides, 56 existing senior high schools were upgraded as Model Schools; two institutions (University of Education, Winneba, and University of Mines & Technology) were given autonomy to run as public universities, UDS had Campuses at Wa and Bolgatanga, 21 new senior high schools, 1,334 new JHS blocks, 1,331 primary schools, and 5,164 pre-schools were built.
• Also, over 5,000 affordable housing units at various parts of the country were built. A cocoa processing plant was built in Kumasi. The West African Gas Pipe Line was nearly completed. There was expansion of the road network from 39,000 km of accessible roads to 65,000 km by 2008.
• The Ghana @ 50 ‘legacy’ projects like recreational parks, renovation of public buildings, and historical monuments across all the 10 regions and their district capitals were built. The government also built 14 fishing harbours in our fishing communities.
ON POLICIES & PROGRAMMES • The Kufuor government introduced free basic education through the capitation grant (fee- free). There was school feeding programme where pupils from some selected public basic schools were given one hot meal a day.
• The National Health Insurance Scheme was introduced to replace the cash and carry system and make health care affordable. There was also the introduction of free maternal care to reduce child mortality.
• The government frequently released brand new buses to GPRTU, and introduced the metro mass transit, replaced the Ghana Airways with Ghana International Airlines (all meant to improve the transportation system.
• The NPP introduced the Northern Development Fund with a US$25m seed fund to reduce the North-South poverty gap; free bus ride for school kids, brought Zoom Lion Company Limited to rid our cities of filth, created Youth Fund with a $50m seed money and instituted the National Youth Employment Programme, which rolled out seven programmes including community police, teaching assistance, health care, agric extension, etc to reduce the country’s high unemployment.
• Kufuor also introduced the mass cocoa spraying exercise, frequently increased the producer price of cocoa; subsidised fertilizer, and made prompt payment of bonuses to cocoa farmers.
• In his quest to mechanise agriculture, the Kufuor government imported 3,331 brand new tractors, but unfortunately, Mahama Ayariga, and Alban Bagbin used their positions in government to buy some at only GHC1,000.
• The annual cocoa yield increased from 350 metric tonnes in 2000 to 750 metric tonnes in 2006 with an income of US$1bn to the economy. By 2010, Ghana had hit 1m cocoa production. This feat alone moved Ghana from the 4th position to the 2nd position in terms of the world’s leading producers of the product.
• The size of the Ghana's economy quadrupled from US$3.9m in 2008 to US$16.3m in 2008, thus ending the year with GDP growth rate of 8.4%.
• Whilst inflation was reduced from 40% in 2000 to 9.8% in 2006 (single digit) and later 18% in 2008, interest rate fell from 50% to 25% during the period under consideration. The daily minimum wage was increased from 42Gp (4,200 old cedis) in 2000 to GHC2.25 (22,500 old cedis) in 2009.
• A New Education Reform was put in place in 2007 with special emphasis on Maths, Science, Vocational and ICT. Kindergarten education officially became part of our basic education system.
• The admission of JHS graduates into SHS was computerised to reduce corruption and hassle of parents; there was Baah-Wiredu Laptop project aimed at giving one laptop to every school child.
• All the 38 Teacher Training Colleges were upgraded into tertiary status (Colleges of Education); Distance education programme was introduced for teachers and workers.
• The government also introduced Untrained Teacher Education Programme for Pupil Teachers to become trained teachers, Access Course to Teacher Training Colleges for SHS graduates who could not do well in Maths and English. The purpose was to upgrade the knowledge of the teacher, beef up the teacher population, and subsequently help to address the falling educational standards in the country.
• Private universities sprung from 4 to over 50, whilst existing infrastructure in the public universities and other public tertiary institutions were expanded through the GETFund.
• The SSNIT Loan Scheme was restructured for students to take more loans. Plans were far advanced to start not only Single Spine Salary Structure for public sector workers, but also a new 3-tier pension scheme for both private and public sector workers.
ON GOOD GOVERNANCE • His Excellency, President J. A. Kufuor tolerated all shades of opinion and verbal abused from ‘Dr.’ Asemfoforo, an NDC paid serial caller, and J. J. Rawlings, who at one time referred to the then sitting President as ‘Ataa Ayi’ - a notorious armed robber.
• Ghanaians witnessed the National Reconciliation; the reburial of three former heads of state namely; Okatakyie Afrifa, Gen. I.K. Acheampong and Gen. F.W.K Akufo and five senior military officers, who were executed in 1979 by J. J. Rawlings.
• In addition, over 100 assets of noble and hard working citizens seized by J.J. Rawlings were deconfiscated to their owners.
• The criminal libel and seditious laws which had provided 10 years’ maximum imprisonment for offenders was repealed. The People’s Assembly concept which made it possible for Ghanaians to interact with the President and his Ministers on yearly basis was instituted.
• There was all-inclusive governance with the likes of Mallam Issah (PNC), Dr. Paa Nduom, Prof. Badu Akosah, Prof. Hagan - all CPP leading members, working under the NPP administration. Kufuor also facilitated the appointments of Dr. Ibn Chambas as the Secretary General of ECOWAS, and Ekwow Spio-Garbrah as Chief Executive Officer of CTO.
• Kufuor created 60 additional districts and raised some of them to municipal & metropolitan status to facilitate local governance. The District Assembly Common Fund was increased from 5% to 7.5%.
• There was a plethora of FM Radio stations, regular media encounters with the President, broadcasting of news in the major local dialects on the Ghana Television (GTV), which hitherto had been in English and Akan.
• The Kufuor government passed the Representation of the People Amendment act (ROPAA) into law to enfranchise Ghanaians in the diaspora, though Afari Gyan failed to make it operational.
• Kufuor should also be commended for the expansion of mobile phone network across the length and breadth of the country as he removed tariffs on mobile phone importation.
• Kufuor created a Ministry for Public Sector Reform with the view to developing a new and positive mindset for public sector workers; Ministry of Women and Children’s Affairs to empower women and improve their lot; and the Ministry of Chieftaincy Affairs to tap the rich expertise of our noble traditional leaders.
• Also, June 4 and the 31st December were removed from the statute books as public holidays. The 64th Infantry Regiment were disbanded to other units to ensure discipline in the Armed Forces.
• Kufuor featured regularly at all G-8 Summits. His excellent diplomatic relations with world leaders enabled Ghana not only to attract attention and investment worldwide, but also he was unanimously elected to chair both the African Union (AU) and the Economic Community of West African States (ECOWAS). Under his leadership, Ghana had the opportunity to assume the rotational presidency of the UN Security Council.
• President Kufuor also won several international awards including the Chatham House Prize Award in 2008 as a result of peace and economic growth which characterised his two terms in office. No wonder he was given a rousing welcome by Her Majesty, Queen Elizabeth II of England.
• Again, President Kufuor took a leading role in mediating in regional conflicts including those in Liberia, La Cote D’Ivoire, Kenya, Sudan, and Zimbabwe.
• As a true democrat, he was even criticised by his own party members and sympathisers for not hanging onto power before the Tain by-elections when the NPP’s Presidential Candidate, Nana Akufo-Addo was leading in the 2008 Presidential elections.
• Kufuor is on record as the only President who left office in the peaceful manner in which he entered it. This is indeed a lasting legacy because all his predecessors were either overthrown by the military or metamorphosed themselves into civilian presidents.
• Kufuor introduced the Livelihood Empowerment Against Poverty (LEAP) programme, where the aged and other vulnerable people in Ghana were paid monthly allowances of between 8 and 15 Ghana cedis.
• Under President Kufuor's leadership, Ghana became the first sub-Saharan African country to cut in half the proportion of its people who suffer from hunger. He and LUIZ DA SILVA of Brazil jointly received the 2011 World Food Prize.
• He introduced micro finance loans to help small and medium-scale businesses, the Export Development Fund (EDIF), the African Growth and Opportunity Act (AGOA) which makes it possible for local producers to access the US market, as well as, the Ghana Poverty Reduction Programmes I & II were all aimed at improving the lot of Ghanaians.
• The Kufuor-led NPP administration purchased VALCO from the Americans at a cosmic sum of US$20m.
• On corruption, a minister of state under his administration was charged for wilfully causing financial loss to the state and together with other members of the previous government, was sentenced to a prison term.
• Ghana was the first country in Africa to submit herself to the African Peer Review Mechanism (APRM). It would also interest readers to note that for the first time in 50 years, Ghana under the leadership of Kufuor earned a respectable B+ rating on the international financial scene in 2006 and this indeed, facilitated the country’s successful bid to access over US$ 750m from the Eurobond market.
• The passage of the Public Procurement Act, Financial Administration Act, Internal Audit Agency Act, which made the agency exceed its revenue target every year, the Office of Accountability Act, the Whistle Blowers Act, the importation of new police uniforms and over 1000 police vehicles to combat crime, the Right to Information bill, the establishment of Fast Track High Courts, the strengthening of state institutions like the SFO, CHRAJ, among others, were all geared towards the eradication of this social evil in the Ghanaian society.
• Last but not the least, Ghana under Kufuor’s reign became the largest recipient of Millennium Challenge Account funds of US$547m to combat poverty in Ghana. The bilateral and multilateral debt cancellations as a result of Ghana joining the Heavily Indebted and Poor Countries (HIPC) initiative and the UN's and World Bank’s lucrative jobs for His Excellency, J. A. Kufuor even before the 2008 general elections make him stand tall among his contemporaries. He made Ghana, an oil producing country as oil was struck in commercial quantities in 2010.
How could the excellent record enumerated above be a factor to the NPP's electoral defeat? I leave it for the judgement of the Ghanaian voter in 2016.

Strong partisanship started in Ghana when Kwame Nkrumah divided the nation into patriots and traitors. Patriots were those who accepted that he should be president for life, practice communism and one party state, and indulge in Leftist anti-Western propaganda using the small country's meager resources to challenge centuries' old, well-established Western countries. They even accepted that he should be a savior of the Blackman around the world, while tyrannizing his own Black people at home because they have alternative views for the development of their country.
Those who wanted him to concentrate on the needs of the young nation and tone down his rhetoric to our level were called traitors, reactionaries, and agents of imperialism that should be liquidated and imprisoned dead or alive. Could you believe that the opposition members he was tyrannizing were the very people who started and lead the struggle for our independence? They employed Nkrumah and paid for his ticket from the UK to come and work as a General Secretary of the group, saving him from the tyranny and indignity of joblessness in London. The independence struggle Vanguards were senior civil servants in the Gold Coast. And as the struggle was gaining momentum and the scope of the activities widening, they needed someone to work full time for the group; free from official work constrains to further spread the message of the struggle.
Under their responsibility and protection, Nkrumah used the platform to become the public face of the group and his popularity soared. In those days, most of our people could not differentiate between a spokesman like "General Mosquito" and Chairman or leader of the NDC party. As such, they saw him as the person, or the only person fighting for our independence. So when he learnt from the Governor General's British female secretary, who was later on sacked, that the British were preparing to grant us independence, Nkrumah increasingly used unnecessary militant tactics to annoy the Colonial Master, when it was clear that the wind of change was blowing, and also provoke his leaders in order to outfox them. He then used the opportunity to break away from them, forming his own party and slapping them from behind to take power.
This explains the strong partisanship in the country and why Nkrumah didn't want the liberation vanguards to ever get power in his life time. Maybe he was afraid of his own ghost. And despite all that, his supporters still want us to believe that he initiated, spearheaded and single handedly fought for our independence, and therefore name every national project after him as if we were in a kingdom.

A percentage of proceeds from oil, gold, diamonds, cocoa revenues etc should be deposited yearly in a Ghana Sovereign Wealth Fund account, a national 401k. This money will never be touched by any govt, period! This money will be invested all over the world in socially constructive projects. Projects to be excluded can include chemical nuclear projects, environmentally disastrous projects, product based exclusions, tobacco, walmart(human rights abuses). Most of the things he took credit for had been started by the British, our colonial masters. For instance Tema Motorway was on the drawing board when he took over and Akosombo Dam was not his brainchild. KNUST was established by Asantehene and the British. Surprisingly, most of the things he takes credit for were never initiated by him
Independence, for instance, was sought for by many and achieved under the aegis and cunningness of Kofi Nwiah, trickster and schemer extraordinaire. Well, all along I have been asking how and under what circumstances "Francis Kofi Nwiah" was able to change his name to "Kwame Nkrumah". I know that it is permissible for anybody to change his name anytime he or she wishes but it is strange and beyond comprehension for one to change his birthday from Friday to Saturday ie from Kofi to Kwame. This is what makes me suspicious of Kofi Nwiah or Kwame Nkrumah. He claimed that his date of birth was 21st September 1909. This day according to the 20th century Calendar was a Tuesday!!! So was Nkrumah born on a Tuesday, a Friday or a Saturday? We must find out what he was up to with all these very strange findings. He was indeed cunning and only preyed on the emotions of the Ghanaian masses. It was my wish that president Mills would set up a committee to investigate before declaring Nkrumah's "unknown" birthday a holiday.
When he took over we had trade surplus running into millions of Pound Sterling but when he was forced out we had a trade deficit of several million pounds sterling!! This was the result of bad governance. He should have been overthrown earlier than 1966. We all saw good governance under K4. To me K4 is the best president Ghana has ever had. Kuffour is the greatest. We thank Kotoka and Afrifa for stoping the dictator in his tracks. Ayekoo Kotoka and Afrifa. Kotoka AirPort should never be renamed.

Mugabe,Nkrumah,Sekou Toure etc,etc all inherited some fortunes from colonial masters but could they build on it?Certainly not.
Singapore,Malaysia,South Korea,Taiwan and others never indulge in confrontations but worked in partnership with colonial masters to take their various countries forward.

Travel across the countries of Uganda, Rwanda, Kenya, Botswana, Mozambique, Tanzania, Angola etc. you'll be surprised at the rate of human and physical developments in those countries. Will it surprise Ghanaians that countries like Kenya, Rwanda, Angola, Burundi, Tanzania, Zambia, Zimbabwe etc. are ahead of Ghana in IT & Internet connectivity and, yet in Ghana we make the most noise about everything technology and talk so much about football as though humans live and feed on football. Even the football we talk so much about is in constant decline perpetually. When neighbouring countries as Nigeria is already in space and fast developing a launching space pad to put human in space by year 2020 and, sending over 600 medical personnel to Ebola affected countries of Liberia, Sierra Leone and Guinea when Ghanaian Doctors take to their heels on seeing Ebola patience enter the wards in Ghana, you still find Ghanaians insult everybody and anything at sight all in the jostle for politicsl leadership. Politics that has never helped Ghana despite the many years of becoming a democratic state. Everything you hear is the credential of the first to attain independence but has very little to show for it. Very sad indeed.

The proponents of Africa Unification agenda (like the late Gaddafi) thought that since Ghana’s first president Dr. Kwame Nkrumah was the originator of Union of Africa State, his successor Mr. Chairman of AU and President of Ghana, His Excellency John Agyakum Kofour being host to the Accra Conference in July 2007 will support the signing of charter that will serve as road map to Africa unification.
But disappointingly, Kufour as “Yes Leader to the Powers that Be” chose to be neutral - not a gradualist led by Thebo Mbeki or immediator led by Gaddafi.

Yes, in Kwame Nkrumah's day when Mugabe was in Ghana, and after Zimbabwe attained independence, and Jerry Rawlings time when he visited Ghana to when he came here to perform his late wife's funerals up till today, Mugabe's visits is not up to ten times. Even whenever he paid a visit, he rounds have been limited to very few ceremonial streets.
It's always been a drive from the Accra airport, to the castle, around the parliament House to the Kwame Nkrumah Musoleum, finish !!!! He should have asked his High Commisioner to Ghana about the changes in Ghana, instead of pretending he knew everything and exposing his ignorance about the real situation in Ghana.
At one time the Zimbabwean economy was booming with maize export. Then when Mugabe began to defy calls to practice real democracy and the rule of law, they lost almost everything. Once upon a time, Ghana had to feed Zimbabwe with her maize stock. It's a shame an old man who prefers to die in power is talking with such massive ignorance. May be this is the beginning of the end of the road. Senility is setting in and we are all watching.

I use the word fool to describe this old man with no apologies, because if as the president of a country he can use words devoid of diplomacy to describe a sister country, then the gloves are off-he does not deserve my respect.
Few commentators on this issue are willing to defend Ghana against this callous observation by a senile old man. A man who has run down a beautiful and once prosperous country, just to hold unto power.
Can we sincerely say that since the days Mugabe lived in Ghana there have been no positive developments in the country, in terms of infrastructure, education, etc? Can we truly say that even within the last five years, Ghana has been at a standstill in terms of development?
Why are we justifying such a callous attack on our country simply because of political divisions? Is there nothing positive to be said about our country? It may be true that our rate of development has been slow, but it is wrong to say that Ghana is today in the same state of development as she was in the 60's.
I did not expect this from Mugabe, but then, 90 years would take a toll on any human's mind. My advice to him is to give way to young blood in his country, to take Zimbabwe forward.

It's a pity to know that struggling Zimbabwe is far better than Ghana in terms of infrastructure and levels of poverty.

The literacy rate is 83% of a population of 15 million- one of the best in Africa. The population control is not bad at all. The bad thing is Zimbabwe currency was close to 10,000 Zimbabwe dollar to America dollar in 2007 and now current currency is about 250 to American dollar. With this, can we say that country's economy is better than Ghana? The other issue is the average age before death is 55 years old compare to Ghana of 67 years. Well, the old man must be in his grumpy self.

Early this year I met a Zim in Accra who was full of praise of developments he had seen taking place in Ghana. I asked him why, he said in Zimbabwe, they inherited their state buildings and other infrastructure from their colonial master and that since independence Zimbabwe had not been to develop its infrastructure among others. The Zim appeared visibly frozen with disappointment and I had to console them that with time, Zimbabwe could develop as Ghana was doing. I am therefore shocked to read this news of what Mugabe said. The Zim was giving an independent opinion based upon observation he made at no prompting from any body.

It should take a brave man like you who married from the Ghana to send the people of Ghana what they really need to know. The leaders are ruling the country with no plan, just like building a house without a plan. You need do a good job and more often than not you do not know where you are going. Nothing is coordinated in the system and so you are right. We are just "make believe" group of people and the earlier we sit up to do what is right for the country instead of what is right for party, the better it will be for all Ghanaians.

Any wonder he's mentioning the likes of Nkrumah,Toure ,Keita,Nasser as good leaders since they all believe in reign of terror and dictatorship.
Ghana hasn't been able to develop as it should because after independence,we've had Nkrumah,Acheampong,Rawlings and his NDC who have ruled a combined total of over forty wasted years of their rule of envy, division and intimidation.

to Private Ownership(socialist to capitalism).
The last two contributors to Ghana's downfall is late "no-nothing" former president Atta Mills(mess),and Clueless present leadership, Mahama.
Unless the Elections were rigged by the NDC,I put these last two problems on the door steps of Voters.Though my suspision is that voters sorted (manner) to punished the NPP because of the Golden Chain Kuffour presented to himself.however,his admin did very well to move the Country forward.So,whatever be the case,Kuffour's govt achievements to the Country outweighs any wrong doings,if any. Therefore,Ghanaians should have acknowledged it to maintain the NPP in power to register continued success and progress.
What Ghana need at the moment is a Selfless,pitiful and compassionate leadership with plans on paper and vision to do the peoples business.And not those who promises 350 or 250 High Schools.Just to throw dust into the eye of parents,knowing how people care about their Children's education.Any genuine well thought through leadership will agree with me that Ghana do not need 350 or 250 SHS now!Existing Schools should be expanded in addition to about 50 large ones,strategically placed new Day Schools across the Regions.1,2,or,3 Schs according to the size or population(number of elementary Schools in the place)of the area and the demanding statistics of the Regions.Anyway.
