“In the last six years, the NDC has borrowed US$27 billion. Before that, we, the NPP, borrowed a total of US$5.5 billion in eight years. Compare that to the NDC borrowing $27 billion in six years and ask yourself what they have done with all that money,” the running mate to Nana Akufo-Addo said.

He said, though a lot more money has been spent, it is a paradox of economic management that this level of excessive spending has only led to greater hardships being visited on the people.

“NDC inherited a public debt stock of GHS9.5 billion in 2009,” the former Deputy Governor of the central bank said. “Today, Ghana’s debt has gone up to GHS65.7 billion. So when I say the stakes are high I am talking about the destiny of our country, Ghana, the future of the youth.”

“The NDC has been taxing everything, including condoms and cutlasses. In terms of resources, this NDC government has had more resources than any other government. We did not have oil. Yet, Ghanaians know what we did with the limited resources we had. We spent money responsibly to create the NHIS, introduce Capitation Grant, expand access to education, we spent wisely on infrastructure and built more roads than any other government,” he said.

This 250M he says is sitting in a New York Bank, which bank he will jot tell us.
He goes on, 114M of the 200M has been used for Capital Projects. What!! Now 250M has become 200M?
He goes on, "another one has been used for Bonds which are maturing" what?? How much has been used for retiring bonds which are maturing?? Does it mean another 250M, or 200m or 114M?
After all that he still says he has 800M sitting in the New York Bank. Really, Mr Tekper!! These does not add up. You are deceiving yourself, lying or being plain stupid. Thus is no response to what Dr Bawumia asked and what all Ghanians wants to know. By the way why was it not reflected in the budget statement.??

Dr. Bawumia did not say the money was missing; he said it was not available, it has been used to cushion BoG. Mr Tekper's response should be direct to make all of us understand the fate of that money. He should come again!

“We have disbursed about 114 million out of the 200 million for capital projects including the re-financing, and another one for the refinancing of bonds that were maturing. We took some of them off. As we speak, therefore, we have about 800 million intact in a New York account and the reason we haven’t spent it all in a month is because the financial year is ending, and, therefore, there will be overflows into the next fiscal year after we have reimbursed the sources from which we took some bridge financing to pay for capital expenditure as a result of the delay,” he explained."

If this is what it is I don't see why he should have difficulty saying so. It could also be that there are no simple proper records to provide such information to the minister. “In the prospectus that sought to convince investors,” Bawumia explained, “the Minister of Finance indicated that a substantial portion of the amount borrowed would be used for infrastructure development and critical projects. What projects did the Minister of Finance have in mind?” he questioned.

A substantial portion of the amount borrowed would be used for infrastructure development and critical projects. That was what was in the prospectus to convince investors.

From a development point of view and bearing in mind that, the bond needs to be repaid after it matures, the infrastructure development and critical projects that the Mahama NDC gov't said a very substantial portion of the bond raised would be used should be such that, it can service the maturing debt on the bond raised.
So the question is, what projects did the Minister of Finance of the Mahama NDC administration have in mind to commit a substantial portion of the amount borrowed? And talking about substantial amount, what in the estimation of the Mahama NDC gov't constitutes a substantial amount? Does the infrastructure development and critical projects include the re-financing of debt, and how does the refinancing of debt, yield return on investment to pay for the bond issued upon maturity?
The question has still not been answered by the Minister of Finance. What infrastructure development and critical projects did the Mahama NDC gov't have in mind for which a substantial amount of the borrowed money was going to be committed?

In any case, a budget statement should not only reveal a nations plans and visions for an ensuing year, it should also disclose our assets and commitments, as well as a review of happenings for a previous year. Why for once, did Mr Seth Terkper, the finance minister not mention the such an important financial issue like the Euro bond in the budget statement. No matter how he twists it or turns it around in a bid to whet sympathy and support from the public, he has still gotten it WRONG. No matter what come may, the NDC must be voted out from power in 2016, for no amount of achievements can reverse the HEAVY financial, physical and psychological losses Ghanaians have suffered in their short rule from 2009 to2014.
