  This issue of ghost names have been a subject of debate for a very long time now. I recall Honourable Dr Kwabena Duffour talked about this - his avowed desire to clear all ghost names. There had been previous Finance Ministers who had made statements after statements on this issue. In modern technological era, the Ghana Govt still is struggling with ghost names. Billions if not trillions of state funds have gone to the pockets of perpetrators of these crimes. What is sad is that to date, nobody has faced the laws of the country for being an architect of ghost names. Those who practice them go free hence the practice will continue for ever and ever. Let us as a nation for once agree to be serious and deal with this - get people dealt with for practising this and stop it once and for all.
  Ghost names and indeed ghost names - until when oh Ghana!! Is it not a shame Ministers of Finance and their Deputies to continue to talk about this? If they cannot solve it, they should allow the sleeping dogs to lie.

Does the drop in the ghost names she is talking about, include the twenty two thousand names generated at the National Service Secretariat a couple of months ago? We have had enough of this propaganda talk. Prosecute the offenders who have been found out and we will believe you.

  Reducing ghost names should only be first step. Subsequently, you have to find out who is responsible for it, who are the ghosts collecting the money and then punish them. otherwise it will resurface again as always.

  So therefore, if the Annual Govt. Payroll is said to be 7,000,000,000 (Seven Billion)Cedis, then what was paid to the Ghosts is approximately 1,300,000,000 (One Billion, Three Hundred Million) Cedis.
  
  And the Ghosts are going to GET AWAY with that?
  
  If Government wants to TRACE the Account Holders, they will NOT be found at Awudome or Osu or Odorkor Cemeteries. THEY LIVE AMONG US.
  
  AUDIT TRAILS from the POINTS of COLLECTION will give the FULL DETAILS of the Living Ghosts and most, if not all, of these monies can be Recovered.
  
  But that is ONLY and ONLY IF Govt. is INTERSTED or READY to PURSUE those behind this GARGANTUAN FRAUD.

For instance; why should importers' containers be inspected visually at least 4 times by different customs officers? What is the use of the scanners? To employ people to do needless work is another firm of creating ghost workers. No?

Let the Finance a Ministry publish the names of the beneficiaries of the "ghost monies" and tell us how much of the unearned pay has been recovered. It is not enough to just clear the ghost names and leave the thieves to enjoy their loot. PUBLISH THE NAMES OF THOSE WHO CASHED THE GHOST MONIES AND TAKE IMMEDIATE STEPS TO RECOVER THE UNEARNED PAYMENTS !!!!!!!

  The only way you can permanently deal with the ghost names on government payroll is to install biometric clocking in systems for ALL government institutions, especially the ministries. Some may argue that it will be too expensive to do so, but the savings over the years will far outweigh the initial expense. When you get to work, you put your fingerprint in the machine, then it will clock when you got there, how late you were and exactly when you left work early and how many times took time off to go to another funeral and measures can be taken against you. No work, no money. Stop playing and enter the new age now!

  Removing ghost name from payroll but no punishment for those found in those activities.....hmmm Ghana; but Kwa Kese or what is he called was punished for smoking substance suspected to be wee, this is how the justice system works in Ghana here.I am yet to be educated how many names,the definition of "Ghost Names" of government, which departments were these names coming from and a lot more information regarding this issue.Because we all are aware that the Tamale pornman "Khamal" is lavishing in Canada yet he takes his salary here in Ghana as a teacher.

  WILL NOT BE SURPRISE THERE IS STILL MORE GHOST NAMES IN THE SYSTEM AND THEY NEED TO BE TRACE AND PROSECUTED NOT JUST DELETE AS WELL AS WHO OWNS THESE NAMES AND ACCOUNTS
