The question Ghanaians are asking is whether the NDC government thinks the people of this country believe they are realistic and serious about food production, when they have only two years to leave office. Agriculture, and food production in particular, is a priority that should have been started and developed since 2009. Some people manage to bribe themselves to certain positions where they do not have the clue as to what to be done. I think it will be useless to acuse that man without coming out with a proposition. I have at an earlier article suggested that it is VERY NECESSARY for Ghana to strenghten our LOCAL Governments and decentralise and give all REGIONAL, DISTRICT DEVELOPMENT to them, cos then they will use the money to priortise what the DISTRICT deems as urgent.Roads are necessary for trade,businesses and communication and the Local Governments can take care of the minor roads and streets ,while the CENTRAL Goverment rehabilitates the major roads. We cannot leave every part of our development to the Centrai Government.

This response that the acting regional Director of Urban roads gave, shows clearly that he took a cue from the answer given by the Minister of Roads & Highways, Inusah Fuseini who when he was asked about the whereabouts of the Ghana Road fund, had the impudence and the effrontery to say that, the taxes and tolls that Ghanaians pay towards the Road Fund, to maintain and upgrade our roads had been misapplied, effectively, it had been stolen, and is still at post. And this is aside of the numerous loans contracted for road maintenance projects in the country. Just recently parliament approved a raft of loan agreements for the maintenance of roads in Accra. The question is what has happened to the funds accrued to the Ghana Road fund to maintain and upgrade roads in the country?

The Minister for Roads and Highways, Inussah Fuseini, has conceded criticisms that funds meant for road maintenance are being diverted and misapplied.
He however explains that the money accruing to the Road Fund has not been used strictly for repairing the country's broken roads because of undue pressure on the fund managers.
A member of the Ghana Road Fund Management Board, Prof. Mohammed Salifu, recently accused government of failing to release funds for repair works on many of the country’s deteriorating roads, a clear contravention of provisions of the law establishing the Fund, Act 563.
Government, he said, has rather opted to use the money accruing to the Road Fund to construct new roads while existing road networks are left to deteriorate, causing discomfort to commuters.
Prof. Salifu feared the state of the country's already bad road networks could further worsen if the sector does not receive the needed attention in the next three to four years.
Speaking on the Super Morning Show on Joy FM, Thursday, Alhaji Inussah Fuseini admitted to flouting the provisions of the law.
“That was clearly a misappropriation of the Fund, and we went contrary to the provisions of the law in the Act 536,” the Minister acknowledged.
He added: “The road fund is used to maintain, repair and do road safety activities and others.”
He, however said managers of the Fund were forced to expend the money on projects that were not captured by the law.
“It is the pressure from people in higher offices that compels the administrators of the road fund to apply it to matters that were not anticipated by the law.
“When people come with their legitimate concerns, [that] sometimes force the administrators of the Fund to apply these resources even though not anticipated by the law to doing those roads," he stated.
To address the problem, Alhaji Fuseini disclosed that managers of the Road Fund Board have resolved to focus on the Fund's core mandate of repairing roads while central government looks for financial resources to fund construction of new road projects.
This, he noted yielded some positive results last year as about 75% of money accrued to the Fund was disbursed to undertake maintenance activities and repair works on roads across the country.
“The Road Fund Board Took a decision that we better concentrate on what the law says we should do and look for money elsewhere…to do roads in other areas.
“When we collect the resources [money] it’s put in one basket and then applied to the maintenance activities and repair works on roads,” he said.
Now, if we live in a country where looting and thievery is the main thrust of the gov't in power, and such stupid excuses are given for the misuse of taxpayer funds, then clearly something is not right and needs to be rectified with alacrity before, the looting and thievery sends the whole country into the doldrums and keeps the country there in perpetuity. The NDC gov't from all indications have failed and needs to be fired at the ballot box in 2016.

We also need people who understand the physics of automobile and road construction. If a high ranking official of the urban roads department is content with poor road conditions then I'm afraid he is not in a good position to advocate effectively and convincingly for safe roads. If I had money to give out, his statement will not compel me to help. If we are poor to the point of accepting bad roads: which are only a set up for accidents, injuries, disability and death then we better walk, ride on horses because driving motor vehicles on bad roads is always a bad idea!

It is a matter of priority where the government chooses to spend its funds. As it stands right now, the provision of good roads is not the priority of the government. Ghanaians have no qualms demanding good roads, but are reluctant to pay for them.

For the past few months, Ghanaians have seen and heard many statements made by John Mahama and his NDC gov't about how they understand politics and their own kind of development. These "no hopers" won't allow real men with wisdom and integrity to lead the nation; they'll rather use foul means---election fraud, Supreme court---to take power by force and foist their will on Ghanaians.
But God is not asleep! Since they [NDC] came back to power, they have caused Ghanaians to suffer. The untold hardships that people are experiencing is appalling; it's so painful that people are literally committing suicide when those in gov't are enriching themselves.
John Mahama himself knows that things aren't going right. When Dr. Bawumia warned the gov't of an imminent economic danger, they used the media to lambaste him; some NDC apparatchiks insulted the astute statistician and economist, calling him all sorts of names. Then seeing that things are getting out of hand, they called for the "SENKYE ACCORD" or call it what you may, inviting people to brainstorm how to fix the economic problem. It's so pathetic to note.
Now John Mahama and the NDC have run to the IMF for an economic bailout. He's run to the Vatican to meet the Pope, probably for "pray for me" in order to gain some favour from the Holy father or God Almighty Himself. No wonder he goes about telling Ghanaians that he's looking beyond 2016. In other words, he wants to stay in power for a long time.
We pray that the Mighty Lord will open His ears to the prayers and cries of his suffering people and send the chosen one to rescue Ghanaians from the clutches of evil gov't or regime. To hear people in high places and gov't circles make such crazy and damning utterances is disheartening! Soon they'll send their propaganda ministers to spew more garbage on the airwaves. In the midst of all the corruption, economic decline and hardships, NDC would find it expedient to say; "Oh, everything is going well, and soon people will see some happiness in their lives.
They're even going around the countryside telling our rural folks that the problems that they're going through was caused by ex-Prez. Kuffour and his gov't. It's time for Ghanaians to wake up and voice things out. Spread the message that it's time to vote the NDC out of power.

C'mon, Mr Adomah, are you a qualified civil engineer worth your salt? When I see roads in Ghana and think about them, I wonder what type of civil engineers KNUST produces.
From my student days at Legon (1974) till now, 2014, I think the Kumasi-Accra road has been re-constructed over 10 times. Therefore, the issue is not more. For half of the times, if the construction had been close to first class, the other times money would have been used to construct very good roads for some villages in the country. I'm not out to write an essay but hope Mr Adomah and all concerned get my point. No amount of money would give Ghana good and First World type of roads with the current engineering practices.
