The government gives license to people to invest in the country,they can tell you no more license for investment in these areas,it is up to you to move elsewhere or you don't invest your money,this measure should not be limited to only universities it should be extended to other areas too.
They can extend the investments to the other smaller areas too to reduce the pressure on this already choked communities.

Private institutions are money making operations. They provide a service but need to make money. They want to be located where the people are located. For full-time students, it wouldn't matter much where the school is located but for part time students, it would be impossible to attend a school in Takwa but have their job in Accra (for example).

Also Govt should know that students will need to travel to these universities if they are set up in rural areas and roads and other infrasructure are necessary pre-requisite and it is government's responsibility to provide them if they are serious about this policy.

On what basis is government going to determine whether or not the number of schools in an area is sufficient or adequate? What has the govt. done to decentralise things in GHana, Every thing is congregated in Accra, the capital.Accra is now so congested. when Busia asked for a federation pre Independence, he was right. When he came back and formed Regional Development corporations he was again right. We should form regional segements in the country so that every region will develop their regional capital based on what they need and not what some idiot sitting in Accra think they need. This will promote competition among the rigions to develop. and industry,schools will follow to the regions based on their developments. If any region is corrupt and loot regional developments funds, right there you can see. If region X can do so and so with S5m, why cant region Z do same. It will promote a healthy competion among the regions and all this corruption will go away. Accra will be less congested and all the regional centers will develop. People , think outside the box and stop keeping busy with "create , loot and share to become instant millionaires.
