  1. Corruption Sensitivity Training: Educate the executives(attorney general, the judges, public officials, immigration, police officers)about the short, long term effects and impacts of corruption. Corruption Sensitivity Training should be a mandatory part of interview process, class, testing requirement for all ministers and public sector officials. Make them aware of the consequences and have them sign off on this. If judges, police officers, employees are educated and made to understand the explicit and implicit impacts of corruption and how it affects their own salaries, bonuses etc. Things will change!
  2. Enforce the Law: Offenders must face jail time, tickets/fines, sell assets to payback what has been stolen, name and shame offenders in media
  3. Put ethical persons in positions of power

  The Takoradi Poly Students who were sacked for applying with fake certificates must be prosecuted in a court of competent jurisdiction. Just sacking them is not enough.
  
  Nowadays businesses and government organisations have stopped demanding Secondary School Certificate or Basic Education Certificate.
  
  Each of these certificates are important. For example for many tertiary graduates the only certificate that can tell whether one can speak good English or whether one has adequate knowledge of Mathematics is the Secondary School Certificate.
  
  Similarly the only certificate that can tell whether a tertiary graduate has basic knowledge of Ghanaian history, culture, agriculture and the basic geography of West Africa is the Basic Education Certificate.

  More than 90 per cent of the leadership of China are scientists, the Ethiopian government has directed the country's armed forces to recruit women and men with science education. Hence the country now produces drones and engaged in the massive construction of railways across the country. Where are we in Ghana? Dr. Chambas is right, hope the political party leaders are reading and understanding the importance of science and technology like Kwame Nkrumah did.

  There is a deliberate Ghana Government policy to suppress anything science and technology. I know somebody with Technician II cert working with the GES and teaching Intro Tech at the JHS. Intro Tech is a subject at the JHS level which is a no go area for most trained and university graduate teachers. The person later went for Technician III exam and passed with flying colours. He later presented his certificate to the GES and do you know what they told him. He was simply told we don't know where to place you. Now the guy is cursing the day he opted for technical education.

That's the truth that needs to be drummed into the ears of education policy makers at all levels so we can re-order our priorities, set new goals and re-invest in this vital sector of the economy and human development. We've got to stop paying lip service to 21st century new realities in education and put our money where our mouth is. Catching up with avant gardists of 21st century science and technology education will not be fun and the time to begin is now.

  Talk is cheap, Dr. Chambas. "Africans should learn how to put their moneys where their mouths are", as they say.
  
  If you know that something is good for you, what do you do? You treat that something very special. Because Science, Technology, Engineering and Mathematics (STEM) are tougher courses everywhere, the Government must make a deliberate effort to encourage High School Students to go into such programs.
  
  
  China did that in the early 70s and 80s and now benefiting from their investments in human capital development.
  
  Other developed countries including America is taking measures now to address this problem. For instance they have STEM programs in most universities where High School Science, technology, Engineering and Mathematics majors are awarded scholarships so they can get head start in these fields during the summer break. Also when they enter universities, they continue to encourage them by providing these students with jobs specifically related to one of the STEM programs.
  
  Rome, my friends, was not built in a day. Revamp the education systems to make this changes possible today. We wll reap the benefits in the future.
