This is the African or very much the Ghanaian way, we just use rhetoric and think it is work. Why does not the Bank of Ghana just punish wrong doers rather than warning them? Have they ever imposed penalties on any institution for similar infractions? There are criminals and embezzlers who were CEOs of financial institutions and they leave and set up loan companies. Why are these people given licences? Their crimes are just forgiven. We never ever punish wrongdoing. For a country where we all know corruption is rife how often are policemen or customs officials or politicians got jail? This is partly why we are getting no where. Rules are to be obeyed, if broken, punishment should follow not warnings.
