The problem of transit goods vanishing for home consumption without duty payment is not new at all.It has been there ever since the transit goods system was introduced and I am surprised that no solution has been found to stop it .The state is losing huge sums of revenue from transit goods entering home consumption without duty payment.How is that happening when systems are supposed to be in place to prevent the abuse?A thorough investigation will reveal that there is always collusion between revenue officers and the importers.There are instances where transit forms are stamped as exported even though the goods have been offloaded in the country for home consumption and the officers accompanying the transit goods bribed to shut up.It is up to CEPS to ensure that the transit regime works effectively and not to the detriment of revenue collection.Coruption by some of the personnel is what is undermining the system from preventing revenue leakages;revenue leakages which is causing the state to lose huge sums of money.It is the responsibility of CEPS to ensure whoever uses the system does not abuse it. The ball is in the court of CEPS!!.

The importers should pay for transport and logistics cost.
