Setting up of the fund should be a parliamentary act. Because the lives of thousands are at stake, it should not be perceived as a government action but rather Ghana action.
The fund manager must be approved by parliament.

The government (the State) is the most secure hands to put money not unionists. The unionists should play active part though, as proposed by the government.

The problem with todays gov't officials is that they feel tooooo smart than the rest of us Ghanaians. They continue shifting the goal post as if they are dealing with small boys and girls. In fact, listening to Baba Jamal two days ago I nearly cried out loud, there are more smart guys outside gov't, he should be aware .Listening to Haruna yesterday, one coud see he was triying to be very legal as if organised labour isjust a group of standard seven leavers. These young ministers should be careful with ghanaians,we are very bitter. No last minute propaganda strategy can save your wobbling gov't.

What this brings up and lends credence to, is the fact that, the funds have been mismanaged, misapplied and misappropriated under the Mahama NDC gov't.
Labour is very much on the right side of the law, and the strike action makes it even more better, because the very concerns raised by gov't concerning management of the tier-2 pension funds is altruistically, neither here nor there.
The gov't needs to release the tier-2 pension funds to Labour, to invest in the schemes and trustees of their choice, including that of Pension Alliance Trust, if Labour so desires, but what gov't cannot do, is to force the Labour Union to wholeheartedly, with recourse to the right of refusal, yoke the Labour Union with Pension Alliance Trust as the sole trustee with respect to management of the tier-2 pension funds, because that varies with the principle of the law, and again, that is even if, the funds are available at the BoG, which is what the gov't would like Labour to believe and understand.
The gov't's case is at best porous, unmeritorious and cannot stand the test of legal scrutiny.
They should release the funds to the Trustees of the Labour Union, so Ghana can move on from this rather unconscionable position of the Mahama NDC gov't.
