Sounds like asking the CEO to call a meeting of all shareholders before making a major production decision. We have a government (albeit, very useless). It is a complete waste of money to be organizing forum upon forum from which nothing s achieved. What happened to the Akosombo forum. Let the elected government go ahead with its plan; if they fail (and I know they will), we vote them out. No number of forums can wean the NDC from blatant corruption.

Major loans have been taken in the past and vanished without accomplishing set infrastructure project for Ghana, example
1. $4.2 Billion loan in 1989-92 for highways described aa Asphlat concrete highways
2. $603 million for water projects in 2005-2006 never utilized for water.
3. $600 million in 2006 for electrcity projects - Asogli and other Badges never worked as expected.
4. $120 million for Kwahu Ridge water - never materialied.
Folks, every year in America we vote for raising funds for trasportation and for schools and other needed funds and that is whow these should be done. Let us Vote before we take such loans so that one government party does not take the loans and use the funds for their political campaign, leaving us without services and nobody able to prosecute them.
