Due to a leadership incompetency, every Tom Dick and Harry have got their filthy hands in the nation's coffers stealing Ghana's money.

The fact that an assembly uses common fund meant for development for other things doesn't mean anyone chopped any money. There's a difference between misapplication, misappropriation, and embezzlement. If am a DCE who has money to build a school, and there's a cholera outbreak, I will use the money to tackle the cholera issue first. In this case, I would have misapplied the funds but I didn't embezzle or chop the money. Am sure those assemblies will have good reasons why they did what they did. Our problems are systemic. No emergency preparedness and we are always reacting instead of being proactive

It's funny how we all blame everybody but ourselves for dipping in the state pie. I can bet the guys that did the auditing also over stated their expenses when they filed for reimbursements for notching the other thieves.

The PPP has been advocating some changes in the 1992 constitution with respect to district assemblies. Though i am not a PPP supporter nor sympathiser, I think they are right to advocate for the changes because of these problems. Because there are no checks and balances in the assemblies, i am not surprise that these things are happening. If the district secretary and the assembly members are all elected without appointments from the president,it is likely that members would come from different political parties and backgrounds therefore opposing members of the DS could look into the activities of the assembly and the DS. In the UK and other western countries, boroughs and districts are run by political parties without interefernce of the central governments. They are responsible for developments in their areas and this speeds up the development programmes. The provisions in the constitution with respect to the district assemblies need to be looked at again.

If the industrial world where we have become perpetual beggars were run like this, there would have being no money to loan to us, what a shame 50 years after independence we still cannot wipe our rear somebody has to do it for us.

How does he expect MMDAs to function when monies for 1st quarter gets to MMDAS at last quarter or never go there at all?
