Yes, drivers and front seat passengers should have seat belts but not the rest of the passengers in Trotro. I have not seen it anywhere. The protests, I think is against the rest of the passengers and not the drivers.

You are right about school buses but it is because of the way the seats are built on the buses, high seat back etc., called compartmentalization which the local governments feel protects kids during accidents. Also most school bus rides are a few miles away and drives at very low speeds due to the constant stops to pick/drop kids. I think it won't hurt to require seat belts in the case of Ghana in all vehicles, city included to protect lives considering the bad roads, brake failures etc.

I am a Ghanaian and know how my people can behave at times. Zombie, do you even know passengers tell drivers to speed?
Even how many times do drivers in Ghana go for tune up? It doesn't happen. Sorry to say I never sent my car for tune up in Ghana. Things have changed and we need to change too.

But with the level of apathy and repugnance at flauting vehicular laws I think that's the way to go. They need seatbelts. You will not sea any bus overspeeding in London hence the elimination of seatbelt. It is what it is because they have made that possible.

u cant say becos U.S is using a particular method, all nations should follow, the type of control best for depends on what you have at the time, the ultimate aim is to reduce risk to its tolerable limit, seat belts and speed ramps fall under engineering control, gps monitors sign post, cameras fall under administrative control, at the same time seat belt fall under personal protective equipments, so whats the big deal in this directive? Like most of the transport institutions in this country the DVLA is very unfriendly to the motorist. To start with the law was passed two years ago and yet they have been passing these same vehicles as road worthy time and time, secondly there's no public education about the new law and how many trotro drivers follow these things. Where in Ghana do you go to have all the seats on a bus fitted with seatbelts, add the fact that most of the buses are originally vans that have been adapted with bolted seats that have the potential to come off on impact. Trust me i have conducted research into this and in most cases the seats or rather the cushions slides forward during braking so how the hell is the seatbelt going to hold a person on collision. You got to have systems in place to make these things work. The funny issue mainly is about the drivers appreciation of the role seatbelts play. More than half of drivers just put it on because of police and not for safety, therefore education is what the DVLA should have embarked on and not grant roadworthy certificates to unqualified vehicles from 2 years ago. To then turn around and give them 3 months to sort it out is frankly bullcrap. DVLA need to sort itself out and stop all these half thought out ideas, . Properly planned this would be one of the best things that would have happened regarding road safety in the Country.
