Dr Bekoe should stop citing what is obtained in Britain as an example. Has Ghana got the financial clout to do what is obtained in Britain? What has the nation so far benefitted from the payment of the research and book allowances to lecturers to warrant the establishment of a Research Council? The government has every right to review the research and book allowance if in its present form it is not benefiting the nation.

How do our universities have professors, associate professors and senior lecturers if the B&R allowance is irrelevant? You definitely need education.

If conducting research and publishing from such research are the requirements for promotion, then people should know that lecturers are conducting research: lecturers are getting promotion from Assistant lecturer to Lecturer, from lecturer to Snr Lecturer, from Snr Lecture to Assoc Prof, and from Assoc Prof to Prof.

My friend Ghanani, you make a got point there; government does not have the financial clout to do what is obtained in Britain. Unfortunately you shot your own argument down. I don't think you are aware of the volume of research done by these lecturers which are just hanging in shelves for the same reason of no funds to implement the findings. Nobody is saying government cannot vary one's condition(s) of service, but at least there should be that courtesy to alert the persons you want to vary their condition(s) of service. Even if government wants to give workers a bonus or increase salary of workers, government negotiates with the workers first, let alone you want to take away some of their negotiated for benefits. Another anathema for the national research fund stems from the bad historical antecedents we have had with the managemnt of similar national funds. My friend, just take a cursory look at some of such funds: TALIF, COTVET, GETfund, NHIA,etc. My friend Ghanani, even the almighty GEtfund and NHIA which are funded from VAT (Any time I buy a bottle of beer or any item in the market I invariably contribute to this funds, even part of my SSNIT contribution goes to fund the NHIA) and yet these funds are on their knees begging for resuscitation. For sure, my friend, the national research fund is just another window for corruption and later setting up of a presidential commission to investigate the circustances surrounding the loot. I urge UTAG and POTAG to gird their loins to resist this obnoxious policy. I am sorry for this call but the lack of moral and conscience in the management of resources in Ghana is just a heartache, you are likely to develop a BP (high blood pressure) if you want brood over this issues. Oh God, where are you? why let Ghanaians alone manage their own resources and fate, God, even cholera is killing us, please God extend your merciful management hand to handle our national affairs, or else God Ghanaians shall disgrace you ooh,amen.

And if we don't have the cash, how will govt implement the policy. Imagine Lecturer (remember this is national fund and every Ghanaian can access it, so it is not only for Lecturers) submitting a proposal….. very doubtful is this is visible. It will create more problems. Setting up a National Fund without a policy document and legislative instrument. We are jokers. No wonder despite our Middle income status, we still having cholera outbreaks

Yes, not all lectures will access it, but since their promotion will depend on it, government can't manage it

Please do not copy British o r American or whatever system. lets develop something authentic for once that is suited to the Ghanaina situation. This is where I have problem with UTAG, They are supposed to be the cream but they talk like people who have no clue about relaities of rsearch and scientific investigation. In the xurrent climate what is called for is interdisciplinary questions addressing the Ghanaian needs and not this kind of empty question about I am a social scientist and the Council is packed with people from Natural Sciences. Give me a break

If they use the money to buy gas, then cancel it. Nowhere in the world are academics given money for research. You have to apply for competitive grants with proposals.
