Everything in Ghana is in the future tense. When will Ghanaians live the present tense. We will do this by..., this will be ready in 2016, that will be done by 2018, etc. Ghanaians will not live forever oh!

Bruce, how do you measure success? You jubilate over 80%? What if it does not get to 100%. Wasted money? Talk about 'completed' and in use not 'will be completed by' daft.
