As protocol, they interviewed both of them & the complainant later revealed making up the story of an armed robber & declared to the police of being a male prostitute who was not paid for his service. I'm pretty sure, lying to the police & engaging in prostitution is an offense in Ghana.

He was arrested initially as an alleged armed robber. Then it turned out to be a false allegation against him. Turned out that his accuser did not want to pay him for sexual services the rendered to his accuser. So both him and his accuser got rearrested for being gay. His accuser is now facing two charges; first for raising false allegations and second for being gay. This is my understanding of this story.

In this famous case, two men invited the police to their house for armed robbery. The police came to find the two having sex and arrested them for unnatural carnal knowledge, then a crime in Texas.
The case went all the way up to the US Supreme Court which overturned the law criminalizing homosexuality, famously declaring that it was the right of two consensual adults to engage in sex in the privacy of their home.
This particular case smells like a way to test the law on gays in Ghana.
But this aside, there is no law that can bar anybody's declaration of criminality, minus unimpeachable evidence that a criminal act has occurred.A person cannot be arrested by merely announcing that he is a thief.
