I believe there are more politicians with professorship, PhDs, Masters and postgraduate degrees in Ghana than even the developed world, yet they have been unable to develop and implement policies and strategies to develop the country and improve quality of life for the people. Is that not strange?
Well, if that number of deputy minister are students when do they get time to study and at the same time attend to their ministerial duties? Is that an indication that deputy minister position is a part-time role or they are unnecessary? Though, I am in favour of continuous professional development, that many of ministers in part-time or full time education is tantamount to learning on the job. Who is footing the bills for their education? Is it the state and how many hours per week do they take for their studies?
Regrading the number of ministers/deputy ministers, there should be no cap on numbers but instead there should be a cap on the budge for ministers' and deputy ministers' salaries and allowances as in the UK. Here, the Prime Minister can appoint as many ministers, deputy and junior ministers as s/he wishes but they should all be paid from a set budget. If more than expected are appointed, then some may get less pay for doing a minister's job or would be pay by somebody else as it happened in the last reshuffle. For example, the new Leader of the Lords (Non elected upper house of Parliament) though has the same rank as a cabinet minister, she had to take a lower pay because the Prime Minister had exhausted his ministerial budget. It was suggested that the Conservative Party will top up the Leader's pay but she rejected the offer claiming she is well enough and does not need the difference. The Prime Minister was criticised for this and was accused of sexism because the new Leader of the Lords is a woman and not a man.
This method would be more effective as the President would be compelled to appoint fewer ministers without any constitutional cap on numbers of ministers and deputy ministers he could appoint.

That is why the NDC can brag about their chains of degrees but that only earns them job positions. They can, however, never deliver on the jobs!

Dr Ampaw right said, the taxpayers money shouldn't be use to pay minsters school fees. Ministers can only go for refresher courses which will enhance them in the cause of their duties and it should not be more than one week

With our newly found freedom and fearless attitudes, this Constitution will not hold in the near future unless, the powers handed the President is curtailed by a separation of powers between the Executive, Judiciary and Legislature. We need checks and balances with no loop holes. Our younger and future generations are not going to take the nonsense our generation is showering on our present leaders because of our inbreed cultural heritage of honoring the elders and leaders of state even when we know they are as fallible as all humans.

Where lies the independence of Parliament and the judiciary if they are cash-strapped?
Will not a corrupt government hamstring the Judiciary by deliberately denying it funds as we are witnessing under John Mahama so it will be impotent in prosecuting corrupt government officials?
There is the need to amend the constitution to correct these kinds of stuff.
The constitution should be at the finger tips of every Ghanaian,especially the Press so breaches can be pointed out and the appropriate action taken.
Though the constitution enjoins the sitting government to complete projects started by the previous government,such is not the case.The reason there is too much money being wasted.
