Kofi Jumah is only addressing the symptoms but not fairly and boldly telling the truth. He slanted his observations to reflect a partisan bias only. But most of us already know that our Institutions have for long been generally underperforming. That is not a new observation. Even the visiting USA President, Mr. Obama, hinted us on that.
Frankly, it is not the fact that these Institutions are inept that qualifies the Mahama Administration for not being the only culpable entity. It is the fact the previous Administrations also failed to address the fundamental problems that continue to give currency to the blatant corruption. The worse manifestation of the symptoms today under Mahama's watch should not preclude our recognition of the long existence of the causative problems. Or, we cannot fully get our hands around the canker of corruption and deteriorating Economy.
All the previous Administrations, NDC and NPP derived, encountered those problems but chose to ignore them. So long as the people did not complain much, those Regimes did not care to initiate the necessary changes. Other factors mitigated the intensity of the symptoms in the previous Administrations' tenure. HIPC under Kufuor and the IMF Structural Adjustment option by the J. J.'s Administration were made to obscure the real problems.
Had those Administrations begun the changes, say, with revamping the Civil Service modalities, or how checks and balances are implemented, we would not be at this precipitous point, now. What happened to, say, the Constitutional requirement of all MPs and other Government Officials declaring their assets prior to and after holding an Office?
All the Administrations have preferred the status quo because it offered the most favorable environment for their crimes that almost go unnoticed, and definitely unpunished.
So, the Institutions are a failure but they take a cue from the governing group. If the Government even stringently demanded nothing but the best from the Institutions, then we would have a bearable level of performance from them, and be able to identify the elements in each Institution that we would have to fix.
We have failed for many times to even change how Funds are received and accounted for. We still allow individuals have unlimited and unrestrictive access to Funds they have to manage without rigorously requiring them to account for those monies. When these folks steal from those Funds, we hardly bring them to book let alone attempt to collect the stolen Funds with Interests, or jail the culprits.
We still allow physical handling of cash in massive volumes by Authorities, a practice that evades paper or digital trail of how the cash is being used.
We still look on promotions and salary raises as automatic entitlements instead of tying them to meritorious assessment of the Workers involved. And Government Workers see themselves as not humble servers (note: I declined to use the word 'servants') of the Public or the State but rather Lords and Bosses of all others.
That attitude of false superiority among Government Employees lets them treat the Public clientele poorly, and makes the Employees feel detached from the Public and only accountable to their seniors in rank within the Government. These Government Employees tend to behave to the maxim that: " If you make the immediate boss in Government happy, you can do almost everything you want to the Public without fear".
The immovable Civil Servants who are permanent fixtures in the various Institutions are the ones who introduce newly appointed higher Officials to the corrupt ways for running the outfits.
They teach their new bosses how to cover up various mischiefs that could enrich them. And whilst that confidence is established between them and the bosses, the bosses remain trapped in corruption. Instead of following lengthy old procedures that might offer a little restraint in disbursing some Funds, say, the Civil Servant subordinates teach their bosses to cut corners. The fact is that the obsolete bureaucracy is hated by even these bureaucrats but instead of suggesting permanent effective ways that would not compromise performance, they would rather keep the status quo to misuse to enrich themselves and their bosses. The act of helping a new boss steal a little bit more or teach him or her how to take advantage of a not-so-conspicuous benefit of that position becomes a tool of endearment for the Civil Servants to use with every new boss. That helps the Civil Servants retain their positions, or get raises or promotions, and avoid scrutiny.
Such are a few of our long-existing basic problems that afflict our Institutions to grease the wheels of Government corruption.

The joyful father rushed to the nursery to see his new son.
He was horrified at the ugliest child he had ever seen.
He told his wife: "There's no way I can be the father of this baby. Look at the two beautiful daughters I fathered! Have you been fooling around behind my back?"

There's unbridled corruption everywhere, state institutions not excluded. It's also a foregone conclusion that the Mahama NDC administration is corrupt but which of the state institutions has the balls, the temperament and the resources to investigate and interdict corrupt state officials? They're either corrupt themself, under-resourced or too timid to embark on this justified crusade to bring corrupt officials to book. Moreover, the 1992 constitution gives too much power to the president that the independence of state institutions becomes very questionable. For instance, it'd be sheer suicidal for the Police Inspector General to even consider to arrest a friend of the President, an NDC powerbroker or financier because the IGP owes his job to the president. Until we re-decide our political direction and amend portions of the 1992 constitution the police and other state institutions will remain toothless bulldogs, unable to perform the duties they're mandated to perform with the best of their natural and professional abilities.
Kofi Jumah is a disgrace to Ghanaians and all of humanity.
