It's good to hear that Ghana has a Waste Recycling Fund since 2011. That means it has some responsibly thinking politicians.
Maybe Ghana could partially follow the examples of some other African countries and find and promote alternatives to the "polythene" shopping bags, e.g. the "Bolgatanga baskets" made in Ghana. Some African countries have even banned plastic bags completely from retail (allegedly Rwanda, Mali, Mauritania, Tanzania, Uganda, South Africa, Kenya). But I don't know how well they are faring with this well-meaning initiative, and since plastic bags are hard to replace in many circumstances, recycling would probably be preferable to a total ban.
Recycling is also preferable, since recycled plastic bags seem to be more energy efficient than paper bags, as some studies indicate.
It's still a long way to go - even myself, whom I am very environmentally minded, have not come up with an idea to an easy and practicable solution yet.
A large recycling plant in Accra might be the first step.
