Road toll tariffs were increased 1000% and while people are coughing up these exorbitant amounts, there is no effort to ensure that every pesewa goes into government coffers.
Firstly, instead of the road ministry collecting the monies, the collection was privatised to former Vice-President Aliu Mahama (and now party cronies) on a commission of 40% of the amount they collect.
On realising that the government does not care if it did not get all the revenue, these private collectors devised all kinds of tricks to pocket most of what they collect. And it seems the government is happy with whatever the collectors declare. So why such a huge hike if the government did not need all the money?
Similar to the tolls is the increase in VAT. The GRA does not make efforts to ensure that all the taxes collected by businesses are paid over to the government. Apart from the established businesses, most businesses and especially the foreign companies, all the restaurants, etc collect VAT but do not issue the VAT invoices and so the money goes into their pockets. Again, why was the VAT rate increased from 15% to 17.5% if there is no will to collect the revenue?
Answer: The black man is not capable of managing his own affairs!!! Don't deceive yourself by pointing at one party or the other - it is the result of our black attitude. In fact, it is in our DNA - the black man is the same everywhere: 100% self-centred, selfish, uncaring, dishonest to the extent that he can even assist an outsider to loot the family jewellery just for the thief to give him a small share of the loot!
And it seems the bad attitude is worse with forest dwellers.

There are massive lot homes in the right lane of the Accra bounce traffic. This forces everyone to drive in the left lane, causing hectic traffic.
Let's also not forget that an accident occurs every damn day on the motorway all.due to this pot home dodging and general stupidity an of the.drivers.......

Sir, The problem you touched on is more complex and deep seated and is evident since since we got independence.The practice of stealing state money is prevalent at all levels of revenue generation and ecpenditure in this country :Markets, lorry parks, hospitals and clinics, Tax collecting agencies and our borders to name a few. It is the underlying cause of our financial and economic woes.
As a matter of fact, from anecdotal evidence alone one can say that only 30% of all revenues into the national kitty become available to government: if one considers the fact that about 40% of the revenue which get into the national kitty is also stolen through over bloated payrolls, inflated prices of items by Accountants and other Senior civil servants in various positions which deal with procurement.
This practice is worse at the District/Municipal Assembles.The Metropolitan assembles could not have been on government subvention if they are able to get, just, 50% of rates they collect into their accounts and what they collect is not stolen by their rate collectors, accountants and senior officials through inflated deals.
The truth is that this nation is suffering and will continue to suffer if we allow just 0.01% of the population to steal 80% of our earnings for their selfish glorification. Day in and day out as we combat each other to death, politically, these greedy people and thieves flaunt their stolen wealth in our faces; sometimes they throw some crumbs at us and urge us on.
In fact the problem we have is not political but the obnoxious behaviour of this few 0.01% of the population.
To me, what we refer to as corruption is 99% thievery; plain stealing of the peoples money.
Any President who comes will fail as the others before him as failed; because what he will work with will not be there in the first place. He will borrow billions but it will be stollen by the public servants who man these positions of revenue and expenditure; they will continue to siphon everything in govt coffers. This is not about NPP or NDC; or Kwame Nkrumah or Busia or Acheampong or Limann or Rawlings, or Kuffour or Mills or Mahama: until we stop these thieves (stealers) we shall shall continue to crucify our presidents and fight among ourselves, whilst meanwhile, the these thieves put up mansions, buy flashy cars and send their children to best of schools and we shall continue to be called upon to make up what they have stollen through increases and imposition of taxes; which they will steal anyway!

A simple way is to put cameras at all these tollboots that will keep track of all cars that passes each day. A reconciliation is made at the end of the day to see if revenue match with the number of cars that passed. Is this a difficult job? Not at all. We just allow revenue to leak out easily.

There are so many Ghanaians who worked at various toll roads in Europe and the USA who worked as Toll collectors and became Superintendents and Managers of such entities. My only advice to authorities is to install "Treadles" which will determine the axles of a vehicle and at the end of a collectors shit ,point out how many vehicles and their axles passed through his lane which determine money collected. If "Treadles " are installed, no Collector can steal pesewa at the end of the day. I am visiting Ghana to give advice to the Governmenthow to curb the fraud.
