I can give you a link to the German Chamber of Commerce for an enquiry or you can simply ask via mail at the German Embassy in Accra.
But, it´s not explicitly about Germany. Ghanaians musk ask them self what is wrong with foreigners doing retail? In every Country in the developed World that I know of, retail is not an activity, reserved for the Nationals, but open for every one with an valid Visa and a working permit and a business registration!

I think GUTA must be careful in pushing for what at the end of the day will turn out to hurt the whole country as a whole. The government of Ghana which is surposed to enforce the GIPC laws regarding foreign traders in retail business have themselves adoptet a cautious approach to implementing the laws as is existed in the GIPC regulatory acts. I have no doubt the government knows the wider implications of GUTA requests if such laws are implimented to the letter. We live in a globalised world where borders of countries no longer serve barriers for free movements and trade between countries therefore Ghana or GUTA must be careful what their demands are, else it triggers retaliatory trade policies against Ghanaians or even in a more specific cases as China and Nigeria a much more devastating response that will hurt the Ghanaian economy.
The Ghanaian economy is small and very fragile and very dependent largely on supports of the countries whose citizens are being hounted out of their livlihood. It useful to draw GUTA's attention to the recent redirections of Ghanaian traders towards Nigeria to buy wares of all kinds because it is no longer viable to jet to Dubai or China to buy goods and reasonably make returns on your purchases because of the slump in the value of the local currency. GUTA could do a censor within their own ranks wheather majority do not get their supplies from Nigeria in especially certain car parts, electrical, mobile phones etc. which are much more cheaper in Nigeria and also offer value for returns. Ghanaians equally live in other countries and are not impeded under any laws in doing their business eventhough every other countries where Ghanaians reside have their regulatory laws for foreigners in businesses.

In the 80's when Ghanaians entered Nigeria in massive numebers, how many Ghanaians could set up tables or open stores to trade for themselves? Almost all of us were employed by Nigerians, whether we were professionals or laborers- may be except sex workers. Almost no independent entrpenuers! And it wasn't because of the lack of will that this situation was so, but there was a real perceived threat of hostile reception if one ventured into that realm. I don't think this reaction from Nigerians will be any different now. If you can convince me of the number of Ghanaians currently operating retail enterprises in those countries you listed, then I'll come round full circle and support your position. But for now, I cast my lot with GUTA

Sidekick, I do not agree with you that Ghanaians who were in Nigeria were denied access to operating anywhere in whatever venture they could have engaged in; the truth of Ghanaian migrations to Nigeria was basically for lack of opportunity to make ends meet back in Ghana because of economic crunch that brought economic activities on its knees, if infact there was any will power to set up business in Ghana and sustain it in the days of economic collapse; I believe the millions of Ghanaians that trooped to Nigeria would not venture into that journey that has become the most embarassing episode of the Ghanaian dignity anywhere in the world. Ghanaians then in Nigeria couldn't have engaged in any trade except being employed by Nigerians or the ladies selling their "things" in the most brothels across Nigeria, the same scenario of lack of capital still pertains today in Ghana. Ghanaians don't just have the money to compete in business anywhere in the world hense the insistence of GUTA's demand to flush foreigners out of the market. GUTA and or Ghana government will be making a big mistake if that threat is carried out. I can assure you Nigeria and China will respond in a very devastating manner that'll affect the entirety of Ghanaian businesses and not GUTA alone.

What GUTA is asking for is right: the right to enjoy the fruits of being a Ghanaian in Ghana. And when an elected government fails to ensure the rights of people who voted it into office, and does not protect the people's interests against those of foreigners, then that government has abdicated its responsibilities and needs to be voted out of office. Those affected by such abdication have every right to ensure that those laws are obeyed by almost any means necessary. After all it is an existential issue. Foreigners who come in to retail, bring to Ghana at sun-up, a very big basket to collect money, which basket is carried out of the country at sun-down thereby depleting the economic coffers of the country. This is the same truth told by Malcolm X to the Black folks of the US not to patronize outsiders who came into their communities to enrich themselves without contributing to the communities' welfare. I will caution, though, that violence not be one of those means, unless it be in self-defense against a violent threat. But those means may include massive civil disobedience to bring the government to the negotiating table.

When the Ghana governments factors foreign remittances as a crucial part of the economy he forgets that Ghanaians who live overseers are engaged in retail (African Food Stores) and Arts and Crafts and they are free to compete in the retail market without any restrictions.
We must be careful in scapegoating foreigners as the cause of our struggling economy.
