Good Governance is the prop for any sustainable development both economically and socially. There are three main elements of good governance these are Transparency, Accountability and Responsiveness of Administration.
I would dwell largely on the third of the three - RESPONSIVENESS OF ADMINISTRATION. Citizen's Charter Initiative is the way Government Administration responds to the quest to solving the problems citizens encounter in their daily lives while dealing with the organization proving public service. The aim is very simple, to continuously improving the quality of public service for the people of the country so that these services respond to the needs and wishes of the users.
OBJECTIVE:
The basic concept or objectives of the Charter is to empower citizens in relation to public service delivery. in order to achieve this objective, the following principles must be adhered to.
1.Quality
2.Choice
3.Standard
4.Value
5.Accountability
6.and Transparency
These principles could be elaborated as follows:
a. Set standard of service
b. Be open and provide full information
c. Consult and Involve
d. Encourage access and promote choice
e. Treat all fairly
f. Put things right when wrong
g. Use resources effectively
h. Innovate and improve
i. Work with other providers.
Actually Service Charter is a written document by government agency to deliver output or service according to specific standard of quality. What decision actually goes into these quality of goods or services? Should it be political decision alone? The answer is no. The principles of service charter states that there must be consultation and involvements all stakeholders .
Another serious point to note is that service charter is to move the government away fro bureaucratic process to customer -focused outcomes, this is because service charter is powerful tool for fostering change and therefore require organisationsand to focus on service delivery, to measure and access performance and initiate performance improvement by providing goals to agencies (governmentals)to strive towards. Service Charter acts as surrogate for competition where non exists.
WE must also not sight of the fact that Service Charter brings on board alternatives in the service delivery.
All these notwithstanding, for the concept to be effectively operationalized great progress must be made to increasing the literacy levels which would make the citizens
increasingly aware of their rights through public education. This to a large extent make the citizens to be mor articulate and expect the administration not to merely be responsive to their needs but also to anticipate them.
