1. ensure that all card holders are assigned to one specific health facility where they can access health care.
2. card holders should only be allowed to access other health facilities other than what they are assigned to only and when they are appropriately referred. In which case the facility referred to must be higher than his or her primary health care center.
3. All subscribers/health care providers must also be assigned to a specific higher institutions/hospitals where they can refer their cases
4. If possible, there must be a limitation in regards to the number of times a card holder can visit the health facility in a month/year.
4. fee charged should not be flat for all. it can come in a form of packages and one will subscribe based on his or her health needs.
It will interest you to know how people are abusing the system. one patient can visit three different hospital in a day. if such a person takes drugs in all three hospitals what do you think will happen to the scheme? There are card holders who move from one hospital to the other, collecting drugs and sell it cheap to drug store owners.Especially, the hypertensives and Diabetic patients.
The NHIS is a good policy and we must all do our best to ensure it stays.
