Is this what he was given the contract to do which others could not do. I hope President Mahama knew what he did by giving this useless guy two yrs contract. Judgement day is coming and is almost at hand (2016). Ghana is now the baby of Northerners. No other tribe qualifies such as them. NO COMMENT.

  this man is only looking for ways and means to make money out of the poor juniour officers. if u direct that the daily guard allowances of the juniour officers be paid into your account instead of it being given to those who are doing the work, how then can you say you are improving the service? this guy is a crook and a thief. God will punish him

  To my understanding, it means that allowances paid to the guard duty performers are not to be given them anymore. This is very bad. How would the guys make up for their expenditure on TnT to and from their duty points? This IGP is up to something. Somebody should stop him now. This is thievery. The IG want to steal all the monies meant for the boys within the two year contract given him. I challenge all Junior officers to resist this thievery. Sit up men. Never slumber. I wonder if this stupid big stomached IG has ever performed guard duties. I call for a rebellion in the service right now. This IGP has no vision at all. He is backward. The last time, he made rubber bands to be worn on the wrist as a means of fighting corruption in the service. Eiiish!. Where is John Mahama? Pls, somebody should fight for these poor police boys. This IG is sending Ghana Police back to the colonial age where officers has no mouth to talk, where being an officer looked like slavery. No. Not again. Arise and fight for you course.

  What kind of innovation is this? This IGP is suffering from a feeling of grandeur- wants to perpetuate his stay. He virtually chased Paul Quaye out, and he doesn't want to go. He is touching everything under the guise of innovation and initiative. He is destroying the foundation of the Police Service with his weird ideas.
  
  When everything is being decentralized for efficiency and effectiveness, he is doing the opposite. After all the officers who will perform the duties are from the stations and districts, so why call the shots from the HQ? The President needs to call him to order. Since he assumed the position, this IGP has caused so much disaffection within the Police Service. He is the worst IGP

  I think centralisation is a bad idea. Decentralisation is better putting people who are close to the action be allowed to monitor the work and be made to account for their actions. I am advocating that the Accountant General office should be decentralised. All the ministries and departments should have their own Accounts or Finance section to manage their budgets. The Accountant General Department should collate the individual ministries and departments budgets and allocate funds to them. A-G should be an allocation and monitory unit. As the individual units are operating on approved budgets the issue of ghost names on the payroll will be a thing of the past. The department heads are to be on contracts for a number of years depending on their performance. The present system where AG has to issue every small or large cheque for any contract and has to be cashed at central bank is an inefficient practice which should be reviewed and to put it blantly to be done away with. I am prepared to debate this with anyone who care or don't understand me.

  This Igp is a failure. If he is suggesting that every money should come to the head quarters then those that are performing UN peace keeping duties and take about 2 billion old GH cedis should also send their allowances to the headquarters to be distributed among all the personnel.It is a great disservice for the guard duty allowances to be shared whereby the UN peacekeeping allowances will not.If those on peacekeeping will also enjoy this small weekly allowance ,then theirs must also be shared among all officers since it is also allowance.Or is theirs salary? Mr Igp I beg you stop reasoning like Mr IBU.You are a complete failure. We know that moneys come to you senior officers in different forms which you can't account for.Furthermore those performing the guard duties have no time for further Education but those at the Orderly rooms,Information rooms,The CIDs ,workshops ,your personal bodyguards and others have ample time and are furthering their education. The guard duty men do more than 24/7 and are always on duty for that matter have no time for nothing not even their families. Less I forget will the mttu also enjoy this centralised allowance? Come again MR IGP.You tame the Junior officers with intimidation in such a way that they don't even have a say when the media is seeking information from them for their own benefits.You are making the Government unpopular. Those that you say are happy about this directives know they didn't deserve this allowance and are going to cheat."Why will monkey work for baboon to chop".Thief,thieves. Police all of you are thieves. Why can't you MAKE the UN peace keeping to be automatic like the military? Why do you make some people live like Kings and others like paupers. Upon all the big envelopes he take from the regional commanders, institutions, etc., he still want to steal the meager allowances of the boys. This is inhumane. Come again Igp. Thief.

  very bad move. While the recent demands of the service is calling for decentralization of police activities you are rather centralizing guard duties, Ebei. Do you want all applicants to come to headquarters before they can be provided with guards? what about after payment for the service if the district does not have enough men to provide the services,do they come back for their money? what is even worse is that commanders must endorse attendance sheet for personnel who go for the dutyand forward same to the HQ befiore they can get paid whereas the current situation was that they receive this money directly. Don't forget that police are not compelled to provide such duties if they don't have personnel to perform their core mandates. the men are not just there to be providing sucg duties. it is crap
