In the USA, the executive branch cannot spend money not appropriated and ALL appropriated funds are used for the purpose it was appropriated. In Ghana SFO can confiscate account and unilaterally, decides to spend from that account.
Parliamentarians should learn to think independently of the party and stop the old boys/girls association they have going on now. They ought to be responsible for the electorate who elected them into office and not to the party shirt they wear.

We rather have to take a hard look at the present system, see where the imperfections are and smooth them.
For starters I will rather prefer the French system where we have both a president and a prime minister, each with its defined role. The present system looks like it was written with JJ Rawlings in mind. We caved in to his dictatorial tendencies. Having used it for 22 years now, we should have learnt some hard lessons to make the right prescriptions to fix it.
There should be a complete separation of powers, for parliament to play its proper supervisory role. There should be no sitting member of parliament as a minister or member of the cabinet. It is just plain dumb that somebody can sit in cabinet, and still come to parliament to vote on something that originated from the president. It is obvious such a person will tow the president's line or he/she wouldn't have a job.
Parliamentary system binds the hands of a prime minister to form his cabinet from a majority party or a coalition. Have you noticed the calibre and quality of some of our mps? Guess you have no choice but select and appoint your cabinet from them? You will have no choice but appoint some mediocrities. A president should have the absolute hand to appoint his cabinet from outside. What we have to do is to limit his appointments, the present system of the president appointing almost everybody, including board of directors to state organizations, DCEs and one-third of members of district assemblies is just plain dumb and stupid.
Every level of governance, from the district assembly through regional to National Assembly should have direct elections. The president should have no power whatsoever to appoint MMDCEs. The people should elect directly their own district assembly members and chief executives. At the national level the appointment of corporate board of directors should be taken away from the president and given to parliament. The presidency must occupy itself with very lofty and high appointments such chief executive of VRA, but the rest that aren't as critical and crucial should go through the public service commission on merits only.
At the end of the day we must not forget, there is no fool-proof system, the attitude of Ghanaians towards corruption must change for the better. It is the people stupid. It is the cultural system that says one must tip or bribe in order to get anything done that must change. Corruption has permeated every aspect of our society and we have become tolerant of it. That must stop.

First rotating the Presidency as Banda is suggesting with a Vice President is not a good idea when the position of President is going to be ceremonial. Banda think that will address the problem of tribalism but that might bring its own problems.
In a Parliamentary system, all the Ministers should come from Parliament. In the 2012 elections, Npp could have won without winning any seat from Volta or Upper West regions. In a scenerio like that, if we are practicing the Westminster system and Npp had won, that means no Minister or deputy Minister would have come from Volta or Upper West regions.
What we have to realise is that, we don't have a Presidential system in Ghana but a hybrid of Presidential and Parliamentary system is what we have in Ghana and that in itself is a problem. The constitution is our major problem. It does not put caps on how many Supreme Court Judges the President can appoint and also force Parliament to increasemmembers of Parliament anytime we take the census.

I may be wrong as I speak with layman's common sense. Is it not the same excessive power in the Presidential System that may be inherently and rather insidiously operating in the Westminster System where PM must automatically become majority in parliament even if it forms coalition?
If the party or coalition with majority in parliament shall appoint PM then wouldn't the PM's government that has majority control in parliament enable same excessive power we are seeking to achieve a balance or check in the President System and thereby become counter productive?
I can say that;
1. The Westminster System works for those white people dependent on other systems like proper rule of law, etc. inculcated in the people from the onset but not the system mutually exclusive being good.
2. British people as I see currently in my time are patriotic than Ghanaians and therefore makes the system works. Why would they trust themselves and their system to the extent of appointing Canadian as head and about to appoint American as co-head of the Bank of England?
3. People in government in Britain are highly experienced in diverse areas both in private and public sectors of the British system unlike Ghanaian politicians who pay their ways through anyhow.
4. Britain is made up of four main 'tribes' with unique history different from these uncountable tribes in Ghana.
5. Monarchical representation of Westminster is different from Dr Banda's proposed rotation of the regional chiefs in Ghana who would appoint assistant chiefs from other regions, that would breed same corruption, nepotism, hatred, etc.
6. It cost British taxpayers average of £40million a year to sponsor the monarchy. Can we then afford the cost for the rotational chiefs who would act as monarchical president?
7. Same excessive power is in the WS as the PM has power to do like we have in Ghana. PM could call for referendum without parliamentary or judiciary authority.
8. Etc.
Dr Banda should never think that simple amendment would be effective to change system of government in Ghana. How would this affect the whole constitutional body in Ghana must be cautiously be looked at.
My main point is, why are we always as Africans or Ghanaians would want to adopt other peoples' things for ourselves. Thus, why are we always led by white people? I feel like cutting my head off to find out why African's can't lead themselves or attempt to do something outside of white people? This inferiority borne in Africans must be dealt with decisively, its really killing black people. Some white people have taken hundreds of years to grow their own system that works best for them base on history, culture, etc. and then black people in few days take it and put upon ourselves whereas we have completely different history, culture, language, understanding of our world, etc. just because it worked for white people so it must work for Dr Banda?
Let me tell readers that even the interpretation of 'Ghanaian' marriage documents in UK is being given different meaning far away from the laws in Ghana by British judges just because of the 'English wording' which English judges understand differently from 'Ghanaian English'.
We have all the academicians, experienced ordinary people, etc. who brag in media circles with their acumen and adroitly but still can't come together to work on system that can solve our own problems better unless Westminster still comes to Ghana after independence to rule us again? Where is our independence then?

We in Ghana and that is the elite I will say are so bent on creating offices when what is being done and going to to be done could be done by a class one boy with the right attitude and intentions simple. We will now have a system where people office will be created that will do nothing other than chump on the national cake with no work done. If I may please ask sir what is the work of the very council of state which you are part of? if we are so wise and have the right attitude the council of state could serve this purpose where national agenda will be in the hands of the council of state there by every president that comes in will nolonger appoint the council of state but would be voted on by the indegeons of every region. simple. so no president will have power to choose people there by making them stooges to the president simple. Now our problem per what I have come to know is that of originality we as Ghanaian have not been fortunate for quite sometime now to propound our own things that is being authentic with our doings. we rather prefer to go pick from else where. Now you are talking about westminster, that is the same thing that is there in Germany Holland and many other European countries They have had it so and indeed still have it so because they have had absolute monarchs for centuries and have built their system of governance around this. Do we have so in Ghana? no because down here in Ghana there are different tribes and people who have diferent governance structures. I do not see what unforeseen problems a rotating presidency carries but I do know that our present system is not working properly to induce development and industrialization of our nation.We are entrenched and are either unwilling or too timid to make the necessary adjustments to propel ourselves forward.I don't think Banda was suggesting we adopt the Westminster model without the necessary customization required by our unique national needs and aspirations as we did with our current system.We should be able to afford ourselves the courage and foresight to tweak, amend and even discard whichever system we use in order to give us the flexibility and room to safely and efficiently grow as a nation.

You used two words lacking among our Politicians which is part of the problem we are facing and changing to Westminster or Parliamentary system will not address those problems, lack of COURAGE and FORESIGHT.I will add a third one, INNOVATION.
I wrote an article a few days ago which was published in the forum and touched on lack of courage amongst our Politicians to do the right thing in addressing the economic mess we are in. Our Politicians know we have too many Ministers and deputy Ministers, too many Parliamentarians, too many government workers even at the Presidency where the President has 316 household workers at Flagstaff house, the Castle and Peduase Lodge. 45Gardeners at Flagstaff house whilst trash is strewn around the Castle. What are the 45 Gardeners sitting inside the Flagstaff house doing?
We need to reduce the Ministers and deputies, Parliamentarians, Presidential staff and government workers at large but the President and the Politicians lack the political courage to do that for fear of losing elections.
My point is that, changing the system will not solve any problem without everybody, from the Politicians and citizens changing our attitude.
Just tell me what will be better under Parliamentary system that the system we have now is not doing.

Remember in the UK, there is the House of Lords, which includes the Bishops of the Church of England, hereditary peers and accomplished individuals from all walks of life, including heart surgeons, philantropists , among the cream of society. In that situation, there is no way the Chinese Loan Bill, for instance, would have ever passed through the House of Lord without its being torn to shreds!
The fault is in the Constitution. In 1991, the people of Ghana were caught between a rock and a hard place, it was either we approved the bogus constitution that had apparently been plagiarised from Kenya to suit the rogue armed robber Jerry Rawlings, or be stuck with the idiot forever. Conservatives in society boycotted it but liberals thought it was a way forward.
Its framers were hoping that their armed robber idol would be there for at least twenty years, and but for their being so dumb in suggesting a change in the Constitution about April 2000, they would have got their wish. Unfortunately for them, the clause that sets the term of office of the President is an entrenched one, which requires at least 18 months and a national referendum, to change.
The one person we should all blame for our current debacle is Mr Kufuor. From the powers of appointment, to the crafting of amendments to the Council of State, he had the opportunity as a trained lawyer, to ensure a workable constitution in his second term. However, he seemed too concerned about his personal pension to worry about the rest of us ordinary mortals of Ghana. Now I understand even in Airport Residential Area, people have to buy water, something that was unheard of even in the bad days of the PNDC. “Otwe bebre na obofo so bebre”, as my Fanti ancestors taught us!
That is why we have to join the social media ABM-2016 crusade, to elect a decent president for our dear country in 2016!

The Bank of Ghana (BOG) has no Eastern Regional headoffice. I don´t believe that the BOG has accurate data of the economic activity in the at least 12 Akyem districts which make up more than half the population on the region. The GDP and GNI of these Akyem districts are very high. They stem from:
Gold mining
Diamond mining
Cocoa
Oil Palm (the largest in West Africa)
Timber
Software development
etc
The money supply and capital in the at least 12 Akyem districts are wholly inadequate. BOG must remove impediments to the setting up of rural banks in these districts and encourage ADB and GCB to open branches in these districts.
The government must further ensure that wholly owned Ghanaian banks, including rural banks, get at least 80% of the banking revenue.

MPs look at being in the good books of the president to be appointed ministers so negate on their responsibility of checking the excesses of the executive arm of government. Abolishing the MP/ministers system will eliminate the bootlicking by MPs and make parliament to assume its proper role. Any MP appointed minister must resign their seat in parliament.

I however strongly disagree with the suggestion of making the ceremonial presidency rotate among members of the houses of chiefs. Parliament should be empowered to select an eminent member of the society who has contributed outstandingly to the development of the country. The office should not be based on a hereditary criterion.

Under the west minister system was slavery, colonization, racial segregation, apartheid, neocolonialism and current globalization practiced and being practice. Yes, in as much as we are free to express or say our views, it's also imperative to look carefully at whatever we say especially issues bordering governance. You see, we turn to think that because we were colonized by the British and model our psyche,we tend to think their mode of governance will be workable in our situation.Obviously no. Their cultural ans sociological set up is completely different from ours. If Dr. Banda is aware of the fact the the American society is an off shoot of the British but because they realized that their mode of governance was not very democratic but a monarchy and not worthy of a modern state they went in for the presidency. The woes of this country, Ghana is the result of the greed of the intellectuals and educated class in our society who has failed us. They most often than not are not practical in their thoughts and always impose foreign ideologies and solutions to our basic needs. As a result of the foreign tastes they develop whilst studying in foreign lands they import those life styles into our situation. They continue to prescribe alien and non practical solutions to solving basic and teething problems in the country. Hypocrisy and ineptitudeness has brought us to where we find ourselves now but not the system of the presidency. We need to be patriotic and sacrifice more for the nation. We are in business but we refuse to pay tax. We condone and connive with foreign investors to rub the nation of resources which is needed for development and turn round to blame the system. We pray a lot as individuals and also as a nation but do not live as men and women of God. We need to do more for mother Ghana to strengthen the systems in place to function than to be propounding theories which will not work.

This is very bad for Ghana.
Our current parliamentary system should rather be strengthened to act as an effective check on government. And this could be done easily. Members of parliament simply have to start voting according to their stand on issues, not what their party tells them to do. Simple.

The current hybreed constitution imposed on Ghana by a few radicals has never been measured and tested in any civilised country anywhere in the world. The Hybreed system of government is the root cause of all the corruption going on in the country. Too much power is concerntrated on the Presidency rendering the Speaker ineffective to control parliament to challenge decision making of the executive branch. I will give one example; If the Minister of Foreign Affairs is also a member of Parliament representing a constituency from his/her home district when does he/she have time to manage our foreign policy and at the same time represent his/her constuency?
Again I ask if the Minister of Finance is also a member of Parliament and he is presenting a budget to parliament for debate, does he vote for the budget? This is the system of government that is killing Ghana and I call all the political parties to study is sham and redraft and ammendment to the constitution to give some autonomy the Parliament like the USA Constitution. Anything short of this is a SHAM!

We should pitition on it to the parliment for refredom. if majority support the idea,then it can be amended into the constitution so we can take it from there..l suggest also fix detering long term jail sentence on corruption should also be added to the amended constitution, (example: A corrupter for 15years in jail with hard labour and a corruptee should be given 10years also with hard labour,then the betweener known as mediator should be given 20years with no chance of appeal. All the sentences should be fixed into the constitution so that no judge can change it regardless of the gravity of the corruption. if we want better Ghana,then this is the way to go about it.

However, the Chieftaincy aspect of it should be removed to fit our system because the chiefs are the source and most corrupt people in Ghana. This is the outcome of the constitution he drew for himself, that's Mr Rawlings. He never envisioned that one day another person will come to power to lead a nation that needs checks and balances. He vents out from time to time of his anger over corruption but he is short of memory that he created it. The revolution was meaningless as a lot of misdeed went on for along time.
The Black Star line was closed down and we don't know where the ships are, then State Fishing corporation where are the Fishing Trawlers, meaning the ships. He one person was able to offload all state assets than anyone else but Ghanaians are fools they have kept this party in power so what do you expect. Remember account Number 48, he seized business like Achimota brewery, also Gihoc, He gave Olympio Of Togo his cousin the Abuoso Glass Factory Which he took a loan with Rawlings government backing it, he didn't pay the loan and the Government which guaranteed the loan paid it back and nobody even dare said a word all in the name of revolution.
