Neither was it meant particularly for those posted to rural areas. How could a trainee teacher know that he/she is going to be posted to a particular remote village/area? The person was given the allowance when being trained but not when he/she becomes a fully trained teacher. Whether it should be restored or not is one thing but STOP twisting facts. The wise trainees among them could save some for use in the future BUT it is/was not strictly meant for the trained-posted teacher(s). There is the need however that, the newly posted teachers must be paid early enough after being posted to avoid any forseen and unforseen hardship.

In the 70's, the opposition formula was to incite student unrest during the long vacation, create havoc to make the ruling government unpopular, then the army would step in with a coup. Havoc is created by increasing commodity prices. Cutting back prices of our exports, gold and cocoa and this time the volume of oil production. They did this to Nkrumah and there was shortage of milk. Osagyefo was said to have made a comment that if he knew we wanted milk, he wouldn't have built the dam but would have constructed pipelines flowing with milk so we would get milk. The mining companies are planning to lay off workers and close down AGC. I urge the government to start nationalizing the mining companies. General Acheampong took 55% of AGC. That is the only way Ghana can survive. We should own the mineral s. These companies are carting away the wealth of the nation. They on I've with people like this to do their bidding.

Exactly what does Kofi Jumah mean by "economical fees"? The prevalent market prices/fees as, say, the private universities are charging or prices/fees that will keep the public universities in operation without falling on govt subventions?
If, on other hand, he means heavily "subsidised" operation that feeds on govt subventions all the time, then, the question is what is economical about that? The fact that govt could afford it, and does do it, does not make it economical for govt -- nor economic for the universities themselves!!! It's all political! Making the public universities charge "below market prices" is a political decision and, thus, make those prices/fees "political prices/fees". They may be good for politics -- but bad for economics!
In any case, sustaining such "political prices/fees" is fully dependent on the ability of the govt and the universities to afford them! Now, not only is the govt saying that it cannot afford such "political prices/fees" projects at the high level it used to, but also there's no denying the fact that the public purse has run dry!
In effect, Kofi Jumah's politically-preferred definition of public universities in terms of the supposed "economical fees" thy charge is no longer sustainable -- at least, for now -- for govt, either economically or politically! The ideology or politics that would rather have public enterprises charge "below market prices" for them to qualify as public enterprises belongs somewhere in the garb of pure nonsense!

There has not been any move by government to remove the subvention to students in the tertiary institutions. This is indeed part of the plans being adopted by the NPP to pollute the minds of the public against the ruling Government but it will not wash because it is false and very wicked.
