PV was virtually the Prime Minister at the time, and it was the Rawlings government that oversaw the drafting of the constitution. So they influenced everything that appeared in that constitution.
Rawlings knows all too well that if he shuts up and keeps quiet, people will start directing their attention to his own attrocities. What better defence can he profer but direct attention to the wrong people?
Rawlings crimes are catching up on him, just leave him alone for a couple more years and he will burst.
