So, what part of "democracy" didn't the Minority leader, Mensah-Bonsu, understand? MPs who are good will always survive the” now dreaded political campaign primaries”. We need NEW BLOOD-oooo, Negro!!
Ghana doesn't need "career politicians." Instead, Ghana needs VISIONARY, INNOVATIVE, CREATIVE and HARDWORKING politicians to steer the challenging affairs of our infant democracy to be successful. We don’t need LAZY-ASS, GREEDY, CORRUPT and CLUELESS Neophytes, who care only about their salaries and benefits.
Who actually told the minority leader that in the western democracies, experienced politicians are RETAINED? Can he please name some countries for us to investigate? The United States has some Congressmen/women who have served more than 30 years either in the House of Representatives (HR) or in the upper chamber, the Senate—but they always COMPETE in the primaries and “drop out or move on to the general elections”!!
Examples: the Minority leader in the U.S. Senate, Mitch McConnell, has served five-6 year terms (i.e., 30 years in the Senate) and has just won the 2014 primary to run again for a 6th time in the Senate. BUT, to the Negro, Kyei- Mensah Bonsu, he's not being PUSHED in to serve. He COMPETES in the primaries and when he wins, then he goes on to the finals. So, don't use your personal interest of high greed to CONFUSE Ghanaians.
The U.S. House of Representatives even has general elections EVERY 2 YEARS, where the candidates go through the usual primaries. One Congressman, John Conyers (a black American from Michigan), who is 80 years old, has been in Congress for 30 years, but he goes through the PRIMARIES every 2 years. The point is: in a democracy, LET THE CANDIDATES COMPETE AND DON'T GIVE ANYTHING TO ANYONE ON A SILVER PLATTER.
So, go through the damn "primary competition" and if you win, then so be it but NEVER look for any short cuts to STAY in power for ever. My solution: Because of Corruption, Greed, Laziness, bad haircuts and lack of operational knowledge of parliament, THERE SHOULD BE TERM LIMITS for our MPs. TWO TERMS and you are out—just like our presidents.
It’s Democracy and NOT Democrazy, Negro!!

Prof. Richard Amoako Baah is absolutely right when he said that retaining experienced MPs goes against the tenets of democracy. An Mp gets to represent his constituents when he is elected by the people. The MP not being re-elected is an indication that his constituency no longer want him. Why then retain this person for his experience, as suggested by the parliamnetary minority leader, Osei Kyei Mensa-Bonsu. Being an MP is not a life-time job.

Since when did he notice what he is saying? Honestly speaking, the npp should never be given the chance to be in charge of this country! Ever since we booted them out of power, they have tried and are doing everything possible to find excuse for thier inefficiencies. They still can not understand why Ghanaians don´t want to have anything doing with them. Complaining for everything but for nothing in particular. What a bunch of tribal bigots! Forever, opposition is where they belong.Ghanaians can not wait for the next elections. They just don´t have nothing good for this country.Only to come to power and loot the rest of what is left, and share our oil money among them, as they have already done, stolen 350 million dollars in the name of commission. Criminals and natiopn wreckers.

The problem is with our system setup which was and continues to be skewed wrong. In nations where inexperience could be supplemented by knowledge and expertise staffing, those support staff may make wages/salaries and benefits that may sometimes be greater than official base salaries of the representatives or MP's they serve. This condition will never exist and materialize in Ghana's parliament body where each one of these dishonorable cheats desires to make more money than everyone in the nation with the exception of the president.
With a system that shows disdain for honest people with applicable industry knowledge our MP's do need to be both intellectually sound, proficient with reading and understanding legal contracts and above all be principled, have love for country and not party or tribe. In each of the our constituted parliament dating back to 1970's the makeup of the parliament members has been anywhere up to 80 percent people with university or college first degree; about 40 percent of that bunch with post graduate degree or law degrees. However, the work product from those parliaments of old and new shows nothing more that Ghana's average form four/standard seven graduates could not have provided or achieved. In fact data will prove that the more educated our members of parliament bring to the chamber the more damage they inflict on the nation with their acts of stealing, corruption, side deals and the ability to cover their tracks by disposing off trailing documents and or using loop holes in laws of the time to indemnify their misdeeds.
What good is it to any Ghanaian to provide information to government that can move some sectors of society forward if government representatives are willing to steal ideas and sell them to private companies so those very ideas can be used to rip off the government? What good is it to honest men and women in Ghana’s slave shops of the civil service offices if contemptible thieves with the audacity to demand we call them honorable take every penny from government coffers while civil servants wait their turn for their miniscule pay?
Parliament is a stage of Ghana's elite elephants with heads full of ivory with no need for thinking or loyalty to nation; all they to do is dance to the tune of other nations willing to give them the largest amount of pocket grease to strip Ghana of its assets and any natural and mineral resource.

Of terms, you do not fully appreciate!
Which jurisdictions is Osei Kyei Mensa-Bonsu referring to in his citation? Read Dr. Amoako Baah`s submission carefully, and you will realize that the "experience",and here I am alluding to the useful type, and not the unproductice,PHD kind, is acquired over the years,by these long-term Congressmen/Senators precisely because of the invaluable help they get from permanent and independent ancillary research-oriented staff, working to provide timely and useful information[eg. the Congressional Budget Office, the GAO, etc.] It is the "expert-knowledge" these lawmakers can count on,[some powerul C`ttee members like McCain for the Armed Forces in the Senate, and the House Ways and Means boss, often recruit outside expertise] and it is this kind of support that makes them effective, and able to fuction efficiently.
Between he[Osei Kyei Mensa-Bonsu] and Edward Doe-Adjaho,we can count more than forty years of Parliamentary working experience;they are key players in the House Leadership,so why is House ineffective?
It appears all that Kyei Mensa-Bonsu cares about is leading and advocating 'useless' boycotts of govt measures, rather than genuienely holding the administration`s feet to the fire! He should be helping to cultivate a true spirit of bi-partisanship in the Chamber,in the interest of the nation, rather than rushing off to give press conferences/briefings with half-truths and purely fabricated stories, designed to score cheap political points!
Let`s face facts, even the PAC he 'crows' about is not as effective as it ought to be, because the C`ttee essentially operates along partisan lines. I have seen what people like Kan-Dapaah and now Kwaku Manu, have tried to do, and are doing;and I will say,it is not the best we should expect of the PAC as a key over-sight C`ttee of the House that should enable it to protect the public purse .

Admittedly I've not yet fully engaged with the original article. But this's the punchline: why re-event the wheels? I posit that this is the bane of Africa's development or underdevelopment. If the "system' has worked for the first world, and Asia, and now China to be precise, why do we hide under the rubbles of African ancient civilization to re-event the key to development? I know I'm being too general, but I'm done with the sort of re-inventing perspectives being articulated by the respected KNUST prof. If McCain's approach has made the USA what it has been and is, let's tap from them. Thanks though for dissecting my short presentation.

And do you want govt business to graind to a halt? Just review the performance of the NPP caucus in and out of the Chamber, and tell me if this is such a good idea.
We need to encourage MPs on both sides of the aisle to develop a 'healthy independence' of thought and action, that would permit them to work in the interest of the country!
Both Opposition and Govt back-benchers,who can demonstrate such a capacity, over time, will have no difficulty building bi-partisan coalitions around various issues of national interest, and to be taken seriously by any administration, irrespective of the political party in power. This idea od consensus-building around key issues like Education,Health, Emmployment,Old-Age Security, etc should help us dismantle or minimize the effect of this 'crazy' phenomenon of[World Banks],that is the political dominance by certain parties,in certain areas of the country.
This artificial 'balkanization',is in no small way, promoting the current practice of 'herd-mentality' or group-think amongst our MPs;and it is not helping this nation! The development of useful coalitions will prevent gridlock, while allowing our legislators to exercise their over-sight responsibilities without introducing 'paralysis' into the machinery of govt.

The "knowledge support" that Prof is talking about will produce instant political 'stars',the likes of Pres Obama, who can then vie for the Presidency with a sound idea about the inner-workings of the machinery of govt.
Thevidea of an elected Upper Chamber,of course, brings us back to where we begun;unless you want to restrict membership/candidates to only those with vast past legislative experience acquire from the Lower Chamber. Would that be permissible or tolerated in a democracy?
