The National Economic Forum (NEF) has been a disappointment because there wasn't broad
discussions and consultations before the event. Why was such an event not published in papers
with an e-mail address for the public's input? My input is that we do not lack policy (e.g.
to reduce: debt, unemployment, corruption, etc.), which should be determined by a few think-
tanks in government. But again economic policy is what the forum was about. What we lack are
business.plan-like projects, which are comprehensive, widely debated for transparency and
ready for direct implementation. The ministries should have been tasked to come out with
their best projects which will have the greatest impact. These projects should then have been
discussed by the various committees of NEF.
Government should act like a client who wants to build. She should give terms of reference or
policy: e.g. budget (not more than this year's allocation), number of rooms/floors, etc. Without that, there is no policy concept for the architect to work on. This year's budget (hopefully) already gave the policy concept, like the architect's drawings. This cannot be implemented directly by artisans. We need engineering to work out detailed drawings and specifications. This is where we fail woefully. Why go to Akosombo to ask architects again to tinker with the facade, change some colors, with the hope that artisans can then set to work when the engineers at the ministries are being paid to NOT give detail-drawing deliverables? E.g. Ministry of Agric could have designed a module into NYEP to reduce graduate unemployment by renting parcels of farming land in the plains, acquiring inputs, taking proposals for commercial farming from groups of graduates, giving loans seed money to NYEP as coordinating consultants, who will pass the money through banks for managing disbursements (to short-listed projects) & for managing repayments, etc. Perhaps, it's not late for the Committee to be setup to ask the ministries for input. I could give helping support to such a committee.

We must move into the era of music/movies as a service (MAAS). At least 7 out of every 10 songs, movies and TV series played on our television stations, radio stations and entertainment centres must be wholly Ghanaian and must be produced in Ghana. These stations and entertainment centres must pay on a monthly or annual basis royalties to the Ghanaian artists. The amounts paid must be reasonable taking into consideration the profits of the entertainment establishments. However they must not pay any money whatsoever to the foreign artists because of the negative effect it would have on our GDP. The Ghanaian artists must use wholly owned Ghanaian banks like ADB. Many people can recall great shows like: Kukurantumi-road to Accra, Ultimate paradise, By the fireside, I told you so, things we do for love, Akan drama with osofo dadzie, obra and co, home sweet home, TV theatre, Dr Paa Bobo´s songs etc

Azar, I almost laughed when I read the 22 point Consensus. First, these are not new and second some are too general. For example, point one is actually in the Constitution and no one needs reminding. What is the practice when the Executive simply refuses to comply with Supreme Court judgement and nothing happens?
For example, regarding the second part of point 12, it's not the exemptions that are problems but the abuses within system where Ghanaians collaborate with foreign investors to file for bankruptcy after enjoying five year tax exemption only to form a new company to do the same business and enjoy another five year tax exemption.
Is anybody in Ghana saying that the government was unaware of the 22-point consensus and needed a National Economic Forum to make the Executive aware? Is the Executive unaware that the energy problem is a crisis matter that needs urgent attention? Is the Executive unaware that without reliable supply of energy and water companies cannot produce, let alone perform to full capacity? Probably, that is why it has taken the government nearly six years to complete the gas infrastructure development project. A country that is crying for gas from Nigeria has its own natural gas and every day the completion date is shifted forward. What a country?
The question is what would be different after Senchi? Nothing will change because the President and ministers are saying that they are already doing what or some of what was recommended, though the Deputy Finance Minister claims their programme of reviewing the 2014 budget will start from Monday. Meanwhile, he claims they were already doing it. It's a joke.

Our country is polarized by political intolerance by Political Parties and we need to face the reality and deal with it. Nothing was said about corruption which has a direct bearing on our Economic Development. I am sure when the full report comes out they would listen to good critique even if it comes from the NPP, though they failed to attend. How NDC handles critique from various corners would determine how matured and preparedness to listen.

Their failure has always been that they politicize everything. The taking of power is the central core of their raison d'etre, if that will mean pushing aside the national development agenda ,so be it. It wouldn't be the first time they've done just that, or have we so soon forgotten their blood-drenched revolution? Did they not spend overGHc80billion to wrest power in the last election? I'm not a pessimist by nature, but as far as these goons are concerned, I am not going to be a stupid optimist. They are, at the core of their being, self serving predators.

These bulletins here could have been put down by the Gov. herself instead of wasting tax payer money for a week. And if this Gov can't do just that, then Ghana have a BIG problem.
Our biggest problem is this Gov. and her incompetence but not the economy.
They should spare us with their blame game and hand handover to the other parties or form a big coalition to resolve the economic problem. By so doing the could get competent personnel from the other parties and independent skilled personnel to help move the economy.
I don't think there is any better solution. This Gov could also look into her party to bring the right people to the right place. There is no justification for sending competent people abroad as ambassadors and organizing national forum to search for solution.

Everybody in Ghana including ministers, military personnel and police should pay for the electricity and water they use as it happens in other countries. Refrigerators in all government offices are there to hold food and medicine and not alcoholic beverages. Absolutely no alcohol should be served in ministers' and managers offices. No more over budgeting expenditures without approval or explanation. And finally people should be fired and mostly go to jail for abuse of office, power or corruption. Openness and integrity should guide all government operations.

I am ashamed of sympathizing with the NDC.
Let me offer a simple solution....
1.print money, pay your debts to local contractors and suppliers and mop up the excess liquidity over time while maintaining strict financial discipline.
2. Make sure you collect taxes before you spend i.e.. do not award contracts because they have been budgeted for, only do so when you have collected money to pay for them
3. Stop all the freebies to public servants..pay them a consolidated salary devoid of any perks and they will manage their incomes properly by choosing their own homes, buying their own cars and travelling in economy class when travelling.
4. Create employment by waiving corporate taxes for small and medium enterprises that employ a certain minimum ( say 10 to 20 people).
5. Remove taxes on pharmaceuticals and agricultural products and regulate their prices (publish them)
6. Surcharges must be applied to goods that are imported that have local substitutes
7. Government must only consume Made in Ghana goods except where there is no local production
8. PPP must be the mainstay of government's venturing into business...GOG must not take a controlling interest in any venture.
9. Invest in software that will link property owners and all formal income earners to a national database that will enable tax payment at any bank
10. Projects that will be funded with oil revenue must be selected by consensus of parliament and strictly monitored by a bipartisan committee

MY COMMENTS ARE THAT THESE TWO RECOMMENDATIONS MUST BE TIME-BOUND SINCE THE AIM OF THE FORUM IS TO TAKE THE NATION OUT OF THE ECONOMIC DOLDRUMS

Concerning point 15, I want the investment to go into solar energy. We can make a plan that in two years, all educational institutions AND MMDAs shall be taken off the national hydro-electric grid and made to use only solar power for all their activities. And in another two years, up to 60 per cent of urban dwellers use solar power in their homes. THIS WAY, MANUFACTURING CONCERNS CAN HAVE MORE HYDRO POWER TO USE.
Concerning point 16, we should say that in three years, Ghana should be self-sufficient in the production of all cereals and grains and vegetables.
