If you read the portion of the constitution quoted, it's clear that Hon. Adjaho did the right thing by first referring it to the Council of State for advice. After such an advice is received within 30 days, the document then goes before Parliament.
The constitution is clear on this issue and I don't understand why the Minority should have a problem and start blaming Hon. Adjaho.

No one stands up and defends the nation, rule of law, what is right in terms of procedures. If it is not inte the interest of party then sod it , even if it is better for Ghana.
The speaker of the house appears to be partial to the NDC when managing the house, instead of being partial in favour of the law, procedures and the interests of Ghana. He should not be perceived by anyone as as a stomach politician but his attitude appears to betray this.

All of you should go and read Article 290(2) and (3) of the constitution before commenting on this matter. THE SPEAKER HAS DONE THE RIGHT THING. Some of you NPP folks have not even seen the constitution before but still want to comment on Legal issues.NPP IS JUST TOO PARTISAN. THEY ALWAYS WANT TO CALL THE SHORT EVEN WHILES IN OPPOSITION. NPP is WRONG on this issue. It is just a case of the Pot calling the Kettle black. The CONSTITUTION IS IN SIMPLE ENGLISH. Just read the portion quoted and you will know who is right or wrong.

This is what the constitutional provision at Art 290(2) &(3):
(2) A bill for the amendment of an entrenched provision shall, before Parliament proceeds to consider it, be referred by the Speaker to the Council of State for its advice and the Council of State shall render advice on the bill within thirty days after receiving it.
(3) The bill shall be published in the Gazette but shall not be introduced into Parliament until the expiry of six months after the publication in the Gazette under this clause.
From my layman's point of view, the Speaker is doing the right thing. It is no yet time for parliament as a group to consider the CRC document.
