  THE DISTRICT OFFICER(DOs) ARE THE SECRET BEHIND SCALE ADJUSTMENT IN GH. THEY STEAL 3kgs ON EACH BAG FROM THE PURCHASING CLERKS (PCs) AND AUTHORISE THEM TO ALSO STEAL FROM THE FARMERS. HENCE 10kgs ADJUSTMENT OF SCALE.
