The judgement debts in Ghana are deliberately caused by officials in order to benefit from them in create, loot and share enterprise. It is not due to any lack of understanding of international agreements. It's rather partly due to greed, selfishness, sabotage and unpatriotism on the part of Ghanaians.
Another typical example is the use of Ghanaians and Ghanaian companies as stooges or to front for foreign companies that deliberately designed to avoid international agreements with government of Ghana being sent to parliament for approval. Good examples include the Balkan/Osagyefo Barge, the recent sale of the National Investment Bank and the sale or transfer of the work of BOST to STL of Nigerian. In all the three examples, Ghanaian companies specially set up as wholly Ghanaian owned in partnership with foreign companies to make the agreement look line agreement with a local company. In reality, even the Ghanaian companies are also owned by the same foreign companies who are entering into international agreement with government of Ghana. In the end when such agreements fail or are ruled unconstitutional and illegal by the SC of Ghana, these foreign companies go the the International Court of Arbitration for huge compensations against Ghana as was in the case of Balkan/Osagyefo Barge.

The problem is not usually linked directly to the president or sometimes the ministers but the faceless diplomats and power brokers who know they can't be blamed when push comes to shove. I'm not saying Mahama, the late president Mills, Kuffour or JJ are faultless, far from it. Take stock of all the people affiliated with sitting government compare their wealth before and after the government coming to power, and you'll see they're all thieves.
John Mahama's brother, an average joe in London before his brother became vice president(I'm told by a Ghanaian Londoner) is said to be one of the richest men in Ghana. Kuffour children who were holding regular jobs in London before their father came to power became rich in Ghana and now have used the stolen money to invest in big businesses in the USA, at least keep the stolen money invested in the Ghanaian economy

Our negotiating teams should be made up of lawyers with expertise in the particular business eg oil and gas,to address the legal aspects, tax experts to ensure that contracts are in line with our tax laws, analysts,finance experts and accountants.
There is also the need for openness and public consultation. All draft agreements should be made subject to at least one month public scrutiny.

I was shocked, when I heard President Mahama telling people and Chiefs of Cape Coast that the Siewdu Park is going to be built by the Chinese for free! The Chinese is not stupid to travel all the way from Beijing and build free stadiums in Africa. The Chinese chose to build stadium free for Cape Coast because they took their time to learn about Where President Mills was from, and what project will be popular in people in Central Region
The Chinese know that weakest or end point of our fist is the need for the stadium and they accurately able exploit our weakness to enter. My advice is Please Ghanaian negotiators take seriously how much you can learn about the country/person/entity you going to negotiate with. Thank you

Imagine having a government in place who have made it their duty only to defend criminals and corrupt officials and criminal party associates, how then can we have the best strategists in the interest of the nation at negotiations?
The plain truth is Ghana is unfortunately hijacked and led by bigotry political novices, materially greedy and criminally corrupt gangsters whose modus operandi is to milk the nation empty with no shame, no fear and with impunity as if there no system in check.
They put their individual selfish and diabolically disgusting criminal interest ahead of the welfare of the entire citizenry and care not what come after.
How does one imagine a government would rise up one day in Ghana in our life's time so stupid to prioritize Guinea fowls (akomfem) project ahead of the ordinary basic social needs of the people?
Yet such an unthinkable did happened and all that we do is make some small noise and keep quiet, not to talk about the numerous stinky elementary deals like the SADA, GYEEDA, Ibrahim Mahama's Merchant Bank saga and the payments of whoopy 51 million dollars into a private pocket for no work done whatsoever.
