They must blaze the trail of Africa rising not falling. Africa must unite if not we stand the danger of a second wave of slavery; this time around remotely controlled. WE must stop this El Dorado for the sake of our own people.

There was no other financing option. He couldn't get financing from either the Soviets or the Chinese in those days. So it was either the dam on Kaiser's terms or no dam at all! Africa as whole should renegotiate the terms of the EPA as Ghana cannot do it alone. This debate needs level headedness and not radical, anti trade anti Europe or anti imperialism/colonialism but rather something that enhance trade for the benefit of the people of Africa and Europe. What the EU is doing is arm-twisting African leaders in order to soften them up. There is nothing that prevents Ghanaians from overthrowing a government that wants to enslave them! And there is nothing radical about refusing to be enslaved!
This agreement is going to be signed in October. There is no Ghanaian organisation clamouring for it, apart from the EU. The entire nation is opposed to it. In fact, the more you study it, the angrier you become.

After 10 years of tough negotiations, on 24th January 2014, West African and European Commission (EC) negotiators reached a major breakthrough on what now will be the first regional economic partnership agreement (EPA) since 2007.
This is no small achievement. Given the disparity of situations among West African countries, some needing an EPA to preserve their preferential market access to the EU, (Cote d’Ivoire and Ghana), while others were not dependent on it. Failure to reach a regional agreement with the EU would have strained, and potentially threatened to disrupt, the integration process of
WEST AFRICA.
It is significant given the divergence of views between Europe and ECOWAS. By putting their differences in perspective and focusing on the ultimate goals, the parties have shown the necessary flexibility to reach a politically, as well as economically, important agreement.
WHAT’S IN IT?
Compromise has been reached by both parties on a number of thorny issues that had blocked previous rounds of negotiations. For the first time in over 10 years, the EC has agreed on a flexible interpretation of the threshold required to liberalise substantially all trade, in order to be compatible with the rules of the WTO. Recognizing the special characteristics of West Africa, a deal was struck at 75% of trade to be liberalised over the next 20 years, rather the EU request for 80% over 15 years. Such flexible and pragmatic approach has played a key role in unlocking the negotiations. The EC further agreed to stop all export subsidies to West
AFRICAN COUNTRIES.
West Africa also had to compromise to reach an agreement, notably by accepting the controversial Most Favoured Nation Treatment clause (though the clause contains some exceptions). The non-execution clause has not been included, but a reference was made to the principle of the Cotonou Agreement according to which any party could be suspended from the Agreement in case of breaches to human rights, democratic principles and rule of law.
Regarding the financing of development, the amount agreed under the EPA Development Programme (PAPED) remains at 6.5 billion euros for the period 2015-19, and there is no explicit commitment to provide “additional resources”. This was to be expected, given the financial situation of most European countries and the constraints on their development budgets. This is falls 8.5 million euros short of the West African estimates. The EU (Commission, member states and financial institutions) best endeavor commitment to seek solutions to finance the gaps are the only additional comfort West African have been able to obtain.
WHAT NOW?
It seems that both the EU and West Africa (Nigeria and Senegal included) can finally go home and claim victory. Countries with the biggest interests (Cote d’Ivoire and Ghana) have been able to maintain their market access to the EU while preserving regional unity and coherence with the current regional integration agenda. Good for West Africa. The European Commission has been able to reach a new EPA deal, at last, which vindicates some of its instance on the merits of an agreement. Its flexibility on market access, a key aspect of the ECOWAS-EU EPA, has also proved vital. More importantly, by concluding a deal, the EU and ECOWAS have avoided a serious political and economic fallout which would have inevitably followed from a collapse of the talks.
WHAT’S THE WAY FORWARD?
The agreement reached by the senior officials will have to be officially sealed, apparently in a meeting early February in Brussels by the Chief negotiators, to be endorsed at the ECOWAS Head of States Summit end of February. What it means for the rest of Africa remains uncertain, though. African Union Heads of States are gathering in Addis Ababa today to discuss continental priorities. As it sets out to refine the contours of its Agenda 2063, in which economic development is the central pillar, the African Union will have to add to its long list of challenges innovative ways of coming to grips with the diversity of regional initiatives and their consistency with the continental agenda. EPAs are also on their agenda, as they are expected to give a signal of African Unity as the joint Africa-EU Summit looms in the horizon.
The coherence of regional integration at the pan-African level, and among regions, remains an issue. To which extend issues agreed in West Africa could have a positive impact on other regions remains to be seen. Will the EU exhibit additional flexibility towards other regions as well, and if so, in which areas? Can a deal be reached in other regions? One would hope so, and the ECOWAS-EU EPA is a positive signal. But this will continue to require flexible approaches by all parties, and a continued political commitment at the highest level to overcome differences. The Africa-EU Summit should also offer such an opportunity.

The EPA is a trap, and Ghana from all indications does not need the EPA. It's clearly time for visionary and capable leadership, which would leverage on our natural resources and tap into the intellectual capacity and depth of our human resource capacity to chart a new course. Dr Percy is missing the point about trade, what do ghana have and the EU need. We dont have much for other countries that is why they want to trade with us.
If all ghanaians use only local products the european union will move to ghana. Ghanaians wants things from EU because our governments prefer to lick arse for money than to give ghanaians the help the need to produce locally.
Why should importing things like rice. Rice can grow anywhere maize can grow, why not grow them with this vast land we have.

For future trade relations with the EU, West African countries have to choose between two options that are WTO compatible. One option is EPA and the other is to export under the EU’s GSP scheme. These were contrary to the Lomé IV Convention which was to improve the trade performance of the ACP countries, in promoting economic growth and development where the EU offered non-reciprocal trade preferences to products originating in ACP countries.
However the greedy EU forced the Cotonou Agreement in 2000 with reciprocity of trade preferences called Economic Partnership Agreements (EPAs). ACP countries who enter into EPAs are supposed to set up a free trade area (FTA). This means that they would have to open up their domestic markets for almost all products from the EU within a twelve-year period, starting from 2008. The Cotonou Agreement was left to ACP countries to decide on the geographical configuration of future EPAs because EU was not willing to negotiate bilateral FTAs with the big bloc, ie ACP, but rather individual regional blocs such as ECOWAS. ACP countries which don’t want to partake have no other choice but to export under the EU’s scheme of the Generalised System of Preferences (EU’s GSP).
With EPAs, West African countries will be affected by opening up their domestic markets for almost all products from the EU. While there is little doubt that West African countries would benefit from improved or more secured access to EU markets, it is not clear whether it is in the interest of West African countries to eliminate customs duties for almost all EU products until 2020. Looking at the trend of low industrialization of Ghana and ECOWAS, it’s suicidal if Ghana signs this agreement. The benefit on the large scale is insignificant and I would not advice our government to accept neocolonialism and unjust world economic order EU is roaming down our throat.
Ghanaian people must be educated about the disadvantage rather than threatening the government with treasonable sentiments.

Several Concerned Bodies in Ghana have tried to explain the negative consequences of signing such an agreement to members of our government but NONE OF THEM seems to be LISTENING. This is why I sympathize with Dr. Percy's frustration with our government and his threat to remove it prematurely. We all know what 'signatures' under written agreements mean to "people of the developed world" - once you sign, you are damned to respect the contract (good or bad) and that is the fear we all have. It will be too late for the next government to cancel or re-negotiate any changes. I in no way support a removal by the military, rather through a revolt by the people of this country against leaders who will not listen to us or protect our interest. It is "treason/treasonable" only if the military removes a constitutionally elected government from power, not when citizens of the country claim the streets and demand the resignation of the government in a bloodless revolt. Dr Mensah Bonsu, your question about why it has taken so long is relevant but only to a small extent. The EPA is to replace the Cotonou Agreement which is the legal framework that governs relations between the EU and ACP(African Caribbean and Pacific) countries. Since 1975 the original agreement has been reviewed periodically to take care of new realities in economic conditions. In the Agreement the two Parties undertake to do certain things, (for example, EU undertakes to provide funds for capacity building in agric extension or mining in exchange for cheap supply of primary resources from ACP countries for a period of five years. Also both sides commit to certain principles such as democracy, human rights etc. However, for some reason Acp countries are unable to meet their end of the bargain and they find themselves in a weaker position when it is time to review the Agreement. The reasons include political instability, wars, conflicts, bad governance, mismanagement, corruption, incompetence and lack of negotiation capacity. Successive governments have taken EU funds and gone to sleep on using those funds to strengthen our position for the next round of negotiations that is why we keep coming out worse off.
NGOs sound the warning bells but who listens to them. Opposition politicians exploit the public outcry over these Agreements only to do nothing once they are in Office. Truth be told, they don't even listen to the technocrats, choosing the path of political expediency over strategic development. Trust me, ghana will sign the EPA, partly because the consequences of not signing will be econmically (and politcally) disastrous in the short to medium term and partly because our leaders don't have the stomach to take up such a big fight.
The EU may be unfair but they get away with it because our governments are corrupt and lack vision. as for the call for revolution/coup...we might want to clean our house starting with corruption and mismanagement of public funds

America who initiated this policy during the time of Nixon had only meant the EPA as a protection to Human life and the environment.But with time,it is taking a different shape to mean a comprehensive trade agreement.What is the WTO there for.More importantly we realize that this treaties are being abused by the west.If the aim and objective is to integrate our economy into the controlled world economy of the west,then then we better forget it.
Recent experience will tell us that they use their dominant influence to to sabotage any country who does not conform to their values and interest through economic sanctions and seizing of assets deposited in the international economy.Even Russia is now a victim of such unbridled power,what more Africa.
The west wants to get back to their leadership role in manufacturing which has been taken over by China and they want to use African resources and minerals to achieve their ends. We are weak and divided and therefore not coming from the same strength in our negotiating platforms so we must be careful because it means inequality in our bargaining power.
I will however disagree with Percy that the answer to stopping the government from entering into such treaty is through violence.

It is about to enter into another agreement with South Korea. Do we know the benefits of the NAFTA agreement to both Canada and Mexico? Furthermore, I do not think our Leaders will enter into any agreement without taking the supreme interest of the nation at heart. In the first place, what can we produce to sell to the Europeans that will balance the equation? We need their technology to advance. Check it out! Ex-president Kufour whom most of the majority ignorant fellow Ghanaians here at home and in the Diaspora see and praise as a demy-god resided over an administration where everything Ghana owned (from land and mineral resources from oil to Ghana's telecommunications infrastructure or Ghana airways assets) were sold piece by piece to our colonial masters even as our entire economy was surrendered to international organizations for monitoring and supervision. Did Ghana not hire a London based legal team to represent Ghana in the Discoverer 911 oil drillship sale saga even while a whole lot of good for nothing Ghanaians beat their chest claiming to be lawyers? Tribal folly has ailed Ghana prior to independence and continues today because of educated but non-thinking individuals who cannot allow common sense to prevail for the fear that the masses might catch on to the bait and switch politics of the NPP and NDC and never vote for either party again.
Tell us the lower class Ghanaians, Dr. Percy where all the foreign aid and donor money come from? Do they come from Ghanaians in the Diaspora like the EO group that extract an exact percentage of oil revenues as the Ghanaian government or does it come from Kufour’s shares in Accra Mall? Dr Percy and other classroom educated Ghanaians should allow common sense to prevail rather than the greater harm and disservice they do to Ghana. As Ghanaians, we chose not to be truly independent and or never got to understand the strength that comes with a united Africa and or individual African nations capable of standing on their own respective feet. We do appreciated the unity of nations of north American nations and the alliances between EU nations but we got our wish with the overthrow of Nkrumah and must now enjoy the chaos we did not see coming which only goes to support the truth that most in Ghana's opposition political parties lack ideas, ideals and foresight but full of tribal gutter politics. The harm has been done to Ghana because of actions by the NPP and NDC. Ghana has no pot to piss in and we darn sure have nothing of tangible assets, natural and or mineral resources to use as collateral for development money. So while Dr. Percy and others may not like it, our hands had been tied for the foolishness of Ghana's educated few and the politically connected that have had the hand in ruling governments past and present. UK and Ireland’s Vodafone currently own Ghana’s entire telecommunications infrastructure and we consult UK legal minds on legal issues as well as look to their system of governance as our measuring yardstick so what difference does it make if we finally admit to being puppets on a string for far too long. Did Nana Akufo-Addo not go to the UK to take a rest just as others do when Ghana’s is too hot to handle?

Ghana as an individual, lone country in Africa cannot deal effectively with EU. The EPA agreement, if signed, will pitch a unified European markets against the lone market of Ghana, with cheap raw materials that we have failed to add value to.
If between now and October, ECOWAS is able to speak with one voice on this issue, then and only then should we signed the EPA.
All this means that Dr. Kwame Nkrumah was right "Africa Must Unite" to face the world - be it EU, US, China, Russia or India.

Besides in such debates it is better the parliament invites the general public to participate in such discussions to have in insight and further the general public should have the chance of expressing their views all in the interest of our dear nation Ghana.
Now with or without this EPAs until we change our ideologies and mentalities in how our country should be ruled and handled we will never make a progress. Ghana is still at a stand-still after over 50 years of independence. Ghana is a problem child since our presidents after Kwame Nkrumah didn't use their brains that much. People can praise or hate Kwame nkrumah, but having followed history I prefer Nkrumah to all other ghanaian presidents, then Nkrumah had a political plan and had it not been for his untimely overthrow he would have brought ghana that far.
WHAT A SHAME, WE ARE RUINING HIS LEGACIES..! When is Ghana to expect another KWAME NKRUMAH.

I have always reiterated the fact that, these same lot's ancestors sold us into slavery and will never rest till they help the colonialists hatch up another ploy to economically colonize us.

You think Ghana is any different than those North African countries? Egypt was and is still a much stronger country militarily than Ghana yet the people were able to overthrow two governments there. It's sheer naivety to think Ghana is somehow insulated from all of these. Our history clearly precedes us and the government not heeding to the advise of experts and the citizenry just spells doom for the country. Mahama and Co, do something about this or the people will force you to. These people have no shame!
