University of Ghana authorities have descended into lawlessness because the current government is weak and incompetent. The statement issued by the university and the reasons contained therein for this stupidity are laughable and cannot be justified. They are so hollow that it beggars belief and a disgrace to the university leadership because it betrayed their reasoning and analytical capabilities.
First, they claimed it's for security reasons. The question the university authorities should answer is, what security problems would have been solved had they been allowed to implement their first choice policy of tool booth and daily charges for the university road users? Again, they claimed it's about reducing traffic and noise. What traffic and noise would have been reduced if the tool booth and daily charges had been allowed?
Then, they claimed to improve the atmosphere for academic work and the same question as above applies. None of the reasons they gave is reasonable if one considers their earlier decision to introduce a daily fee for university road users.
The university leadership are either stupid or arrogant and do know what they are talking about.
I studied at a university that is in the busy city centre of London (London School of Economics and Political Science at Houghton Street, London WC2A 2EA). No one complains of traffic noise or pedestrian noise disturbing academic work. Most of London universities have buildings surrounded by very busy roads.
The same applies to Cambridge University with some academic buildings and departments in the city with very busy roads and heavy pedestrians and tourists tourists. In fact, in the case of Cambridge, the land that the roads are on, often belongs to the university. It's their private property, yet they do not stop the public from using the very busy roads.
University of Ghana's claim of the roads being private property is laughable because it's state owned but held in trust by the university. That is not the case in Cambridge. The land belongs to them as private property.
Ghana has become lawless and University of Ghana has become part of the problem but the government is clueless as to how to respond because it's sacred of the university authorities. Instead of the university using its resources and including human capital to finding solutions in Ghana, they are actually contributing to problems of the state. Perhaps, and unfortunately this is becoming political.
That is what happens when weak and incompetent people are in-charge. Listen to what a presidential adviser is saying. Clueless and incompetency at its highest level.

Apart from the incompetence and cluelessness of the current government, the University of Ghana may have a point. When I was at UST in the early 1970s, tro tro vehicles were not allowed on campus. If one took a taxi from Kumasi or Ayigya Junction to campus, the taxi driver had to surrender his driving licence at the security gate. His boot was thoroughly isearched before he left for campus and on his way back, before his licence was handed back to him.
I also did a stint at Legon in the late 1970s and I believe there were restrictions back then as well. Is it really fair for tthe university to take loans to build roads meant for light usage, to be used by heavy trucks, buses, tro tros, who often misuse the pavements and all?
The situation in the UK is completely different. I also studied in one of the older universities in the UK where public traffic passed the edges of campus. However, the more recent "campus-based" universities like Warwick, Reading and Edinburgh, etc do not have thoroughfares for all and sundry and of course, the drivers in the UK are a lot more disciplined and obey simple road traffic regulations.
The University of Ghana itself was very clumsy about this whole matter, but didn't a whole deputy minster ask communities to repair roads and charge tolls? It really shows the type of people we are saddled with as "leaders!"

The initial decision may have been "clumsy" but these subsequent moves amount to an open challenge to the authority of the only govt in this country! Today, thanks mainly to corruption, all the areas around Legon have become buzzying cities with Legon bearing the brunt because the campus no more enjoys the peace it had for many years. Imagine taxi and tro tro drivers screaming Madina, Achimota while lectures are going on. The solution is for the administrators of Legon to sit down with the stupid government and find a solution - provide alternative routes. To wake up one morning and close the roads is equally senseless. Shouldn't one party know any better? How can two institutions be that foolish at the same time?

Anyhow, ghs400 per year works down to ghs1 per day. Any serious minded person who wants to help the university to develop indipendent of government subvention must support this effort.
Mr.Whyte is a disgrace to the government. Such a pronouncement defames the government because I saw the road Minister (government) on tv supporting the effort.
Whyte should tell us on which side the table he belongs.
