They do that FOR A LIVING, and we PAY THEM for what they do. You must therefore use your HEAD not your EMOTION to ASSESS THEIR PERFORMANCE. That is the ONLY WAY you can give them A FAIR ASSESSMENT. When they do a GOOD JOB you RETAIN them, when they don't, you KICK THEM OUT. If they COMMIT any CRIME whiles in OFFICE, you PROSECUTE THEM to serve as DETERRENT for others. This is the only way our country can move forward. Remember also that MEMBERS of PARLIAMENT are accountable to you, the people who put them there. MONITOR what they are doing and question them on it when they come back to you for RE-ELECTION. YOU HAVE THE POWER, not them. Human beings will generally respond to the environment and to prevailing circumstances because we're endowed naturally with a survival instinct and so very adaptive.
I sincerely believe the President knows deep down his soul that to awaken the nation from slumber, get every one on their feet and start working and thinking with a purpose will require attitudinal changes. Great but he who is calling for the change must be the embodiment of change itself. The change must start with the first gentleman, the President of Ghana, (POG), but his call is bound to fall on deaf ears because he's known to have set many bad precedents since taking the oath of office. There are many examples but perhaps just two examples will suffice. He flouted the constitutional requirement of assets declaration before taking office and secondly his decision to take the first family to Dubai for the Christmas holidays at the taxpayers expense at a time of great economic distress was seen as irrational by the majority of ghanaians who bear the brunt of the effects of the administration's visionless economic policies, wasteful spending and unbridled corruption in high places. Changes don't happen in a vaccum where there's no activity. President Mahama must not lead from behind. He must set the ball rolling and lead. The rest of us will follow his lead. When the'head'moves the rest of the body follows.
He must be a true shepherd, not a hireling. The difference between the two is that while the shepherd leads his flock to greener pastures and where the still waters flow and puts his life on the line to defend his flock, the hireling drives the flock from behind and flees when they're attacked .
People can change with the right type of leadership in place. Rawlings, whom I don't appreciate very much was able to motivate people even if it was for a brief spell, to carry bags of cocoa from from the hinterland. It happened because he personally participated in the task. Again he jumped into the gutter to help desilt choked up gutters. That was revolutionary leadership then! No one is asking President Mahama to jump into the gutter like Rawlings but he needs to lead by example.

If you believe that so-called partners will develop Ghana, don't expect the Ghanaian people to have confidence in themselves because that is what you're given them. It is common logic.
Ghannaian attitudinal behavior is only a part of a general adaptation to the harsh realities imposed on them by the central authority. If you want to change their attitudes therefore, you've got to lead the fight against the realities of betrayals from officialdom, greed, high taxes, joblessness, poor planning, inferiority complex, lack of a coordinated national education of consciousness etc.

There's no buy-in and it can't be forced because, the masses see what the Mahama family and friends are doing to the national kitty under an NDC nation-wrecking policy of create, loot and share, a very retrogressive policy, that has within a period of just a little over 5years has completely collapsed the country; the finances and economy is heading south with the speed of light, health is in a moribund state, utilities are non-existent, taxes are through the roof, unemployment continues to escalate, businesses are collapsing leading to more unemployment, gov't owes various local contractors of various shape and form huge amounts of legitimate monies, statutory legal obligations to GETFUND, NHIS, DACF are all in arrears, under education, quality and access is in the pits, agricultural activities to feed the masses and for export is at best in tots, etc, etc, meanwhile, the brazen looting and thievery continues unabated with the most recent being the criminal loot of Merchant bank resulting in pensioners eg those under the CSIR not receiving their pensions, by the Mahama family and friends looting brigade. It is a gov't which is absolutely out of touch with reality, which would have the cojones to suggest that the citizenry have a buy-in when it doesn't benefit them in anyway, shape or form, and would seek to hoodwink the masses and insult their intelligence with propaganda, lies and deceit.
The situation even becomes more compounded, when the citizenry do not believe the NDC gov't led by John Mahama won the elections cleanly and freely, without rigging the process, in the face of gross violations of electoral laws, and the looting of the national kitty to prosecute the process, blowing the finances of the country out of the water in the process.
Going by all these, what makes the issues difficult for the NDC gov't to get the so called buy-in, is the nonchalance of the gov't to accept responsibility for their own self-inflicted challenges, but would want to blame imaginary enemies, nature, acts of God, the opposition, any and everybody but themselves, and a lack of demonstrable acumen, competence, experience, track record, know-how, clear eyed vision, pragmatism, intelligence, foresight and mental focus, but to mention a few, to address these self-inflicted challenges.
The problem once again is not an issue of a change in attitude of Ghanaians, which is a convenient escape route for the NDC gov't led by John Mahama to accept responsibility for it's actions.
Ghana went HIPC on the recklessness of this same NDC gov't in the early 2000's, but as at the time the previous NPP gov't was leaving office, the country had been put on the right and positive trajectory and had attained a lower middle income economic status under a whirlwind of focused, visionary, competent, leadership, all within a mind-blowing period of just 8years in the absence of oil. The issue is not about the citizenry, but the NDC gov't led by John Mahama and Amissah Arthur. There's no confidence in the ability of the NDC gov't to address the issues, and Ghana cannot continue to go back to it's vomit under the NDC gov't, if it is ever to progress and it is for this reason that, the popular clarion call, is for the NDC gov't to be massively voted out in 2016.
