I was initially wondering why such a fate would befall a finance minister. But upon closer reflection, one should realize that pay in Ghana and other African countries are low, and perhaps more importantly, the article alluded to the possibility of the gentleman having children with more than one wife.
If the latter conjecture is true, (the writer doesn’t delve into that, perhaps, to save him some embarrassment) that may explain the present predicament of his survivors.
In any case, the statement attributed to Dr. Wereko-Brobbery shines light on the mentality (and perhaps received wisdom in Ghana) that if you assume a responsible position you must amass money.

A competent finance minister is supposed to be conversant with the principles of financial management and investment. Baah Wiredu must have worked for several years before he become a minister. How did he manage or invest the money that came into his hands such that at age 56 (4 years to retirement age), he should be described as having died a pauper? Is this a tale of financial mismanagement by a person who ought to have known and done better granted that he eschewed corruption? I believe if he had properly invested the honest money he made after graduating from school, he would have become financially successful even before he entered into politics and he would not be said to have died a pauper.
