    USE THE TRAINEE ALLOWANCES TO PROVIDE THE INFRASTRUCTURE. ALL TRAINEES MUST GO FOR THE STUDENTS LOAN AS WE HAVE IN THE DEVELOPED COUNTRIES.ALL POST SECONDARY COURSES MUST BE ON LOANS.
