I remembered reading about one of such universities with failed passes in all the core subjects. When the issue was raised, these students were sacked without their tuition fees paid back to them. International students invariably pay more than local students. In fact, even within the same country, USA, and Canada (I do not know about other countries), a student who attends college/university outside their home state, pays several times more in tuition than students from the state where the school is located.
Again, international students are required to renew their documents on a yearly basis in these countries, and there is a good reason for that. Governments need to be sure that people who enter their countries as students remain in school and do not use a student visa as a cover to engage in other things which may not always be benign.
In addition to these, international student are required to buy mandatory health insurance in all developed countries. The fact that foreigners study in a country should not qualify them to pass their health needs to the local economy to satisfy.
I do not understand why Nigerian students need resident permits to attend school in Ghana unless they intend to have other benefits apart from acquiring education. If that is their intent, then it is a misrepresentation to count the cost of acquiring a resident permit as cost of education.

Things which me ought to take into consideration include the:
1) The faculty student ratio
2) Research projects undertaken by the university
3) The quality of the grades of the entry class (internationally normalised)
4) Peer Review by other universities
5) Opinion of employers
6) The motivational power to take initiative and the will power of the graduates

Nigeria in particular fought a civil war over the oil fields in the then Biafra and their top echelon thieves wasted away billions of British pound of Nigeria’s oil money. There was a time in the 1970's when Nigerian citizens in the US and Europeans post secondary institutions did get money from the Nigerian federal government while they also got the same stipend monies from their respective states of birth in Nigeria. If Nigerians then and now had had any amount of wisdom , ideals and foresight and invested in institutions of state and of education from K12 to universities their citizens and future leaders would not be trooping into Ghana for education. Yes it is because of their corrupt counterparts in Ghana who grant accreditation to colleges and universities on reasons none other than political party affiliation, preferences and tribal loyalties; these institutions are not fit for people in Ghana and or for visiting students.
But where I part ways with you Abike Dabiri, is the audacity with which you make your claim knowing good and darn well but for the corrupt, contemptible and violent environment in Nigeria your fellow Nigerians would not need to be in Ghana. While at it she should have asked to see the criminal acts of Nigerians in Ghana and the monetary drain they place on the Ghanaians society that is helping educated Nigerian citizens even if under dire conditions. Those institutions are not institutions of Ghana’s government and like so many Nigerians in the Western civilized nations do, they get their degrees from any place where attaining college degree can be a breeze. The Nigerian delegation raised very good questions concerning the supposedly Indian "Legon" called Sikkim Manipal University. Who is giving accreditation to a one structured premise to be called university in Ghana? A case of corruption all over in Ghana. Is it because the teachers are Indians? Is that what Rashid Puolpou calls giving the Private sector chance to create jobs? My advice to Abike is that the Nigerian students if they intend to school in Ghana, they must attend University and colleges open houses or admission fairs. Just visiting Sikkim Manipal University is not enough to judge Ghanaian universities as not being good. The former two schools are private ones, Legon is Ghana's Flagship and Premier University. There are good schools in Ghana, case in point: UMAT at Tarkwa, Sunyani has two schools - The Catholic University of Fiapre and the University of Renewable and Natural Resources, then there is KNUST, Kumasi, Winneba, Tamale, Cape Coast and some missionary schools which are all doing well. The Nigerians chose to stay in the big cities, particularly Accra. They must pay for the prize of living in Accra in terms of accommodation, utilities and transportation. Nigerians should also tackle the issue of Boko Haram and the electricity fluctuations to curb the incidence of their students flocking to occupy spaces other wise poor Ghanaian students would have filled. Abiki ought to appreciate Ghana giving the best of education to their children. The Nigerians too must respect their host country by abiding by the rules of the country and not wanting to impose their wishes on Ghana. It will not happen and it does not happen any where in the world. Its a choice. Generals Yakubu Gowon, Obasanjo all attended schools here in Ghana, GMATS, Teshi, in Accra and never complained the way these generation from Nigeria are doing. The foreign identification cards are for your own good to ensure that you who you say you are in Ghana. Nigerians whine too much. If you are not comfortable leave for Europe and see the difference. Abike, don't envy the Ghanaian education system. Its taken us years to get where we are now.
