    So I can renovate the street in front of my Dad's house and set a toll both to demand money? Can I then close that road afterwards if motorists refuse to pay? That will amount to taking over a public road!

    You do not draw any authority to do that. The university has that authority to do that. Have you asked yourself why the government is "appealing" and not "ordering"?

    You can only charge for the use of your drive-way to your house only, not the main motor street/road. Then again you've got to pay income tax on the money realized.
