Whilst this is a commendable improvement in law enforcement the general public should be aware that mouth pieces that is used with the gardget are a single person use item.
The public must insist on new mouth piece each time a police ask a driver to blow into one of these devices.
Using the same mouth piece for multiple tests, a practice which is likely in Ghana, would greatly put the public in danger of contracting TB, herpes and all kinds of terrible diseases.

Ghana Police is corrupt that all monies would end up in the individual's pocket. One disadvantage is that there is no means of check or monitoring. What the ASP should have suggested is to ensure there is a monitoring in the activities of the Police in Ghana. In the US, all Policemen have their vehicles and once they set the alarm, immediately the video start recording and the main office is alerted to observe whatever goes on. Even Police brutalities are recorded to expose the police involved. We are not suggesting to be fully equipped as the US but there must be check and balances of the Police. The top officials are involved so reporting a low rank personnel does not go anywhere. Sometimes, the person involved would be transferred in order to escape punishment. It is not the implementation of spot fine that will prevent accidents but the corrupt practice of the police. One would be frustrated to the extent that nobody want to report any abuse by the police. The IGP should involve stakeholders to find means of checks among the public to rid the country of corruption. The government does not create corruption but the various institutions for their selfishness and greediness without the consideration of the people and the country. We need checks and balances not spot fine. Ghana Police is corrupt.

This is a laudable intervention but it will not bring about the desired change. What should be done now is to first of all get a database of all drivers with their bio-data. The first offence will be a warning and an opportunity to educate that person. Second offence will now attract a penalty. The problem Ghanaians are facing with reckless driving and traffic offenses is huge: 1. The main one being lack of knowledge on what is right and wrong on the part of the drivers. Majority do not go through formal training to drive.
2. POLICE in Ghana have failed the system as they look on to any offence and collect tokens as bribes. They should write proposal for funds to organize periodic training for the Transport Unions but some drivers are not in this. Since drivers are not under any policy with their owners, it may be wise to institute laws that will rather force the owners to ensure they employ the right people. If a driver commit an offence the owner of the vehicle should also be charged.
3. In Europe and elsewhere in developed countries once you knock a person on the road and kill you are banned from driving for at least 3 years and sometimes jailed if it is the drivers fault. Because of this people are careful in paying attention to pedestrians and vice versa.
4. Spots fine is good, if well structured and objectively done but I am afraid it will give the police more strength to collect exorbitant fees that will end in individuals pockets.
Please invest in public education -drivers and pedestrians. School teachers can play a major role. Thank you.

2.create data base for all vehicle.
3.retrain police personnel and reinforce or equip city guards.
4.open unemployment, training and help centers in all the cities.
5.stimulate the economy.

I agree totally with the officer on this one. I have always said a lot of the traffic congestion in Accra is due to driver indiscipline. Blocking box junctions, driving in the wrong lane are all daily occurrences that cause many of the traffic congestion.

I think this is a very laudable idea in all respect. But it is not all that easy. This practise is everywhere and many of us living in Europe have on one way or the other, fell victim to it and had pay accordingly. But knowing my country Ghana with its endemic corruption, there need to be education about this. In Europe, for that matter, no police or law enforcemt agent takes physical cash from a road traffic offender. Instead, the offender is given a sort of charge shit/receipt directing he/her to pay that fine into a particular bank account and take a pay in slip to show for it since the offence is immediately stored at the databank of the authorities in charge of traffic regulations. The more he delay in paying the fine, the more the fine increases. If the offender still refuses to pay, the authorities have nothing to say until when he/she is about to renew either the driving lincense, the insurance or the roadworthy certificate. There he would have no other choice than to pay. This is what happens in Europe, and we can also implement it in Ghana. A physical cash is never paid to a police man. And never do they stop offending drivers and engage them in fight or anything of that sort and delaying the pasengers unduely. Even if the offending driver refuses to take the charge recepit- which never happens, he is allow to proceed whiles his registration number is taken and stored for as long as he refuse to pay the fine. This brings in lots of revenue to the authorities, and not only that,it brings discipline and order onto the road. So I think it is a good idea but must be implemented as described. Never should a physical money be handed over to a Ghanaian police! We know what they can do as far as fake receipts to that effects are concerned.

The plan is to have drivers pay directly into a bank account, however, you should know this won't work well in Ghana.

The police need to be monitored and 'mystery shopped' REGULARLY.
The police in europe won't take the money since it's 1) not in the culture of the institution to do such a thing and 2) it's not worth taking a chance on getting a bribe for such a small amount when they are making so much more money and 3) many authorities have dashboard cameras on police vehicles where bosses can monitor activities.

The police must be seen to be doing right. Most taxis, cars are owned by the police, judges, politicians, MPS and many more so drivers go away free from been banned, prosecuted or even fined. The police must adopt the UK system whereby a convicted driver gets his penalty through the post, and payments are made electronically within seven days. Police officers who take bribes by the road side must be punished heavily. The IGP and his team of officers must wake up and stamp out bribery and corruption in the service. He must not be a political IGP only serving only the politicians.

The plan is to have drivers pay directly into a bank account, however, you should know this won't work well in Ghana.
The police will threaten the driver with the higher fee and know he will pay a lower amount as a bribe.
