  Poor Ghana! How do you know how many are dying of what? How do you know what your birth rate is? I guess since we do no planning, it is not even necessary to expend resources collecting that data.

  Until that country completely de-centralizes, and I mean full economic and political autonomy, no progress will ever be made. We can sit around this stupid system we currently have and deceive ourselves for ever.
  Everything from police service, education, health and what have you, should be managed at the district level period. Leave Defense and Foreign Affairs in Accra and move all the other ministries to the regions and district. What is so difficult about this?
  We can continue monkeying around with that corrupt extractive system that serves the interest of a few elite and nothing will ever get done in Ghana.

  ATTACH BIRTH AND DEATH REGISTRY TO ALL HEALTH FACILITIES FOR INSTANT REGISTRATION. ADDITIONALLY ALL BURIALS IN GHANA MUST HAVE A CERTIFICATE FROM THE POLICE. THIS CAN ALSO HELP CHECK CRIME.

  Is payment of money involved in registration? I agree there should not be a burial without registration, and that should include abortions, both natural and induced.
