Whether there was investigations into what was contained on the tape or not is immaterial to her dismissal. All what was required was for the presidency to ascertain from Victoria if the voice on the tape was that of Victoria and if yes, then her dismissal was justified.
I agree with you that the President should have acted with the same swiftness in cases such Woyome, GYEEDA, SADA and others, if he is serious about fighting corruption.
I also disagree with you and others who say this was a private conversation and therefore the recording was a breach of Victoria's right to privacy. First, was the vehicle being used by Victoria a state vehicle? If yes, that is definitely not private but in the public sphere at the time the recording was made. For example, here in the UK the smoking ban in public places includes vehicles owned by the state and companies providing public services. Whilst private vehicle owners can smoke in their vehicles that is not the case forvehicles considered to be public places.
Again, in this particular matter, the conversation took place in the presence of a driver. Though related to Victoria, if he was paid by the state as an employee of the Communications Ministry, then the conversation took place in the presence of a public official and can no longer be a private conversation.
Finally, because there was potential intent on the part of Victoria to commit an act of corruption as well as making an allegation which was potentially contempt of court (ridiculing the judiciary), the recording could be justified, though the leaking of the tape to the media instead of handing it over to the appropriate authorities as what was expected made it complicated and weakened the justification. However, Ghana being Ghana, had the tape been given to the appropriate authorities including the presidency, it would have been destroyed quietly and no one would have heard of it. At best, the driver would have been sacked and Victoria would have kept her job.
I have no sympathy whatsoever for family unity or disunity. We need patriotic Ghanaians who will put Ghana first before family. If Ghanaians put nation first before family, the fight against corruption would see some successes.
Dr Arthur Kennedy, I find your views on this matter very disappointing. Would you have kept such a person in your organisation in a management position after hearing her or him saying s/he wants to make $1 million? What would you have said to President if he had kept Victoria in her position despite this very damaging revelation not only to his government but to Ghana's international image? These are some of the impression that made Ghana gained third position as the most corrupt country.

During the 2012 US election campaign, it was common knowledge that OBama will appoint a Kennedy into an ambassadorial position for her support and fund raising activities. The only problem in Ghana is that some of such promises are baseless as was in the case of Victoria. In the advanced democratic societies they are done on merit in addition to campaign contributions.
The only problem with President Mahama's action is that he should not stop there but follow it with investigations as I recommended in an article which Ghanaweb did not publish but published by Modernghana.com last Saturday.

It is entirely up to the President to hire and fire at his discretion. Due process is not obligatory. The President may decide to opt for it but nor required. I am talking from experience as a former Employment Tribunal member.
Even here, the Prime Minister is not required to investigate such allegations before dismissing the alleged offender, though he may do so. As I said in the first comment, all what is required is to ask the alleged offender if the voice on the tape is hers. Once that is confirmed, then dismissal is the next action because it amounts to gross misconduct by a public officer. As you rightly pointed out that in the developed democracies the person either resigns or is asked to resign to stop further embarrassment to the government. Even investigations sometimes cannot save an embarrassing minister as was in the recent plebgate affair involving former minster Mr Andrew Mitchell, which we now know the police lied. He was a good man and a good minister and I hope the Prime Minister will bring him back into government in his reshuffule.

General, I think we need to put this issue into its right perspective - the core issue here was one of INDISCIPLINE on the part of a minister of State and if I were the president, I would have done the same, as a duty and also to serve as a lesson to others (who no doubt may be doing the same, but have not been caught on tape).
As to the matter of the "illegal recording" of the conversation, that is a completely different matter which should be treated as such. In a recent case in the UK where a minister was deemed to have used certain unacceptable words against a police officer, the prime minister was forced to fire the minister when he refused to resign. Although later investigations into the matter remain inconclusive (dispute between the Police and minister's verson of events and language used), that minister had to be removed.
They have since tried to repair his image and to get him back into government but his image is tarnished and I believe I know whose side the public is on in that matter.
In this particular case of Ms Hammah, not only has she not denied that what was aired and has been extensively reported was in fact her voice and indeed true, the fact that a minister of state has such a mindset, be it about her personal 'financial ambitions' or towards her colleagues is rather unfortunate and smacks of imaturity and gross indiscipline.
I believe we all know the reasons for her sacking and there is no need for "due process" in this case in my view.

As far as the GYEEDA matter is concerned, the Prez dissolved the board and manangement of the agency. A new Boss, Kobi Acheampong is incharge and trying to sort things out there. Regarding the "akomfem" project, the CEO of SADA, Alhaji Gilbert Iddi, who was at the center of it all, was fired by the President and a new guy put in charge of SADA, albeit temp. Woyome's case is ongoing and definitely a decisive pronouncement will be made in that regard. The president is solving the problems, one by one, hence Arthur should read more news about Ghana. That would avoid such ignorant issues in his write ups.

First of all there is the issue of the ministerial code and yes, ETHICS of public office such as ministerial.
Second, this minister (and others)WAS appointed by this president and if you would recall, the president went to lengths to admonish ALL ministers to be on top of their game, demonstrate leadership, perform well and above all demonstrate honesty and integrity in office. The president made it clear that any of his appointed ministers who failed to live up to expectation will be punished. (Perhaps Arthur K has not been following these events. We need consistency as politicians especially those of us who aspire to lead at the highest level).
It is a pity he likens what has happened within the president's cabinet to on-going and chronic cases, some of which are embroiled in legal-speak and in fact are being dsealt with in court (however slowly). Even as a politician, to be astute you need to rise above the temptation to make such 'unmatched' analogies and to use them to 'defend the indefensible'.
The question to Arthur K is, would you have hesitated in firing a minister you appointed who had said what Ms Hammah said, and in PUBLIC and in the presence of THIRD parties? Would you as a leader expect your team to be discussing matters pertaining to their role outside of the confines of the work place?
The issue of GYEEDA and actions thereto is one that some of us continue to hold a deem view of, in relation to this government and its actions in that respect. I would have liked to have seen individuals specifically cited, and brought before the law. Finally it appears that is happening, however it is a more insidious affair which rightly has been refered to the public prosecutor.
In the case of Victoria Hammah (whom mind you the president had offered public support when she came under fire not too long ago), the issue was a straightforward one involving the president's own team and for which his action is not only the right one, but was taken at the right time and it was decisive.
Artur K ought to be commending the president on this action which in my view has demonstrated some amount of leadership on the president's part although I remain to be convinced that the president has the wherewithal to instill and ensure discipline throughout not just his cabinet, but the party NDC which he leads de facto. I expect the president to do more to rein in all the "kids with sharp teeth" whose actions, utterances and performances sometimes leave much to be desired.
I know Arthur K means well and is passionate about "Mother Ghana" and her progress. I am also sure he wishes to see discipline in public life and to see our nation progress in all its aspects. My disappointment lies in the fact, not just that the minister made the comments that she was 'caught on tape' to have made, but that we could have ministers of state with that mind-set.
It is all the more worrying because it betrays a lack of maturity and an attitude where people appear to 'personalise' the office they occupy and seek to 'run their offices' as if it is an extension of their 'family business'. This cannot, and must not be allowed to happen. Perhaps Arthur during his time in office saw such happenings (and perhaps even worse), but that doesn't make it right and must be stamped out by all means within the president's powers.
I wonder what Arthur K's take would have been had the president not acted so decisively and swiftly. Would he still be taking the same stance? Your guess is as good as mine, unless he wishes us to believe that the minister's actions were nothing to write home about, or that she desrved but a 'slap on the wrist'.
By all means we should have ACTION in outstanding cases of alleged corruption and as I have written recently, on dealing with issues around judgment debts. What we should NOT be doing is trying to EQUATE INCOMPARABLES and taking what appears to be a 'quasi-moral' stance when in fact what the deputy minister did was counter to the very core values of ethics in public life.
Once again as someone I really like, Arthus K has called it wrong and one wonders why he has chosen so to do.

He may do well to reinstate the DEPUTY COMMUNICATIONS MINISTER and dispel rumours that she has been sacked due to leaked illegal recording of her private conversation. Arthur Kennedy has done well and must be congratulated , for his boldness and objectivity. I however cannot agree in any sense with the notion that the lady , probably , was not a ministerial candidate. Who is more qualified than her ? Victoria is young , bright and ready to learn and serve the nation.

Yes, one needs to look at the facts surrounding the sacking of the young lady minister. As I continue to write and ask, has she corrupted one million dollars in government? They say no, then why and what is wrong with somebody is her own house gossiping with a friend, then somebody who hates that person recorded her conversation and sold it to a radio station who then played it to the whole nation.
After people listened to it including the president, and then with anger the president fired the lady minister for saying all that was heard on the FM radio.
In reality the president's action amounted to stupidity and hidden hatred that he has for the lady. The main reasons are that the said ex minister never made the said statements in the following public places, just to mention few, a drinking bar, hotel, football park, radio station, political rally ground etc.
What made me to wonder and to visualise stupidity of the action of the president I had loved is that the whole conversation took place in the lady's own room and somebody who bewitched her recorded her and sold it to a radio station to broadcast, and that made her ''the bad lady'' Shame unto you Ghanaianas for your total primitive mentality..
Can we not also think of what we called home gossipings and braggings that do occur among us all sometimes? The answer lies here because the sack ing of the lady based on this is really madness and stupidity mingled with political low mentality.

Of course why would he? Wasn’t he the guy that wrote the book – “About an Elephant being Chased somewhere” which spilled the beans on the internal workings of the NPP party?
For any party be it NPP or NDC, for as long as the information is out in the public domain, it becomes a slander to the party and the party must be seen to be doing something hence Vic’s dismissal. If Arthur K still does not get it, he should ask himself why the NPP top brass seem to be shunning him after the publication of his book about the “Elephant”.

However, Ghanaians have right to know the grounds Mr. Mahama stood on to fire Vic. The fact that she intends to make 1-Million Dollars before she quits politics is not solid ground for her dismisal.
This is an individual who makes about GHC7,000.00 monthly which equates to 84,000.00 yearly beside her other allowances and per diems which she will make when not in Accra and doing Government business. Depending on her life style of unnecessary spending, if she put between 60-70% of her salary alone in good investments and stays in politics for 8-years if NDC is to win 2016 election, Vic. would make more than 1-Million Dollars. I think, she wants to make a capital and then start her own business which is not bad idea but people have come into conclusion that she was going to loot from the state coffers which is not easy. Some people can do it and others cannot go that way.
Remember somewhere in the tape that her Boss - Omane Boamah sometimes gives her money? You think that gonna be a peanut, absolutely not. I am sorry for her but sometimes bad things turn to be good. Who knows? E&OE.
