There is the need to find different ways of offering the same quality education to the numerous Ghanaians qualified for college education, and yet cannot get in due to the sheer cost involved.
$5000 - $6000 a year is still a good deal for a foreign student. Care should however be taken so that Ghana does not price itself from the market.

It all boils down to one thing, good infrastructure. If Ghana were to have good rail and road network, students need not stay on campus. A typical community college in the US can absorb over 15,000 students majoring in various courses. This is a 2 year college program and a stepping stone to big colleges and Universities. Why can't we have a good community college in every region that can absorb graduates from our secondary schools. They need not go to these community colleges to study history etc but courses that can get jobs right after school, blue color jobs like photography, carpentry, masonry etc. This is the key to success. These days investors think about LONGITUDE rather than LATITUDE when looking for countries to invest. Every country has natural resource(latitude) but skilled human resource(longitude) is one of the keys

Ghana's tertiary education; KNUST, LEGON, CAPEVARS are comparable and relatively at par with most of the Universities outside, if not better. It is therefore inconceivable that people would feel comfortable paying much more outside and way too small in Ghana. Rawlings is right.

How on earth will increase in the amount private universities in Ghana charges their foreign students going to better the life of the students in the state school? Is the extra charge going to be by the government on foreign students in private institutions?
How is Rawlings explaining to Ghanaians that he personally makes more US$6,000 monthly from the state of Ghana in salaey as the an ex-head of State? How is Mr. Rawlings living with a conscience of a man that rules a state for mealy two decades and found the poor worse than they were before the bloody revolution?
The UK does not need students from France for the state to provide decent education to her citizens. The citizens of ECOWAS are what most of these so called "foreigb students" are. is this one of the double standard of refuonal backsliding? Is this a desperate excuse as reasons for policy failure or just some hot air? Ghanaians need better way forward than this.

And what are the so called dush bags we have in that house called parliament doing about this nothing, absolutely nothing. As at 2009 all non EU nationals wanting to study in UK were made to pay six thousand pounds for studies whilst EU nations were paying two thousand five hundred pounds. Now it is eleveen thousand and twelve thousand for undergraduate courses. Now I dont envy anybody and have no heart feelings towards that because it is their country and the nations have the right to anything that the country can offer even if the country has to rob from others to be given to them. Now what did the authorities of our country put in place and what are they still doing about it to have us as Ghanaians benefit because as at the time my grandparents were fighting for independence it was only him and his fellow Ghanaians what am I getting from it today. Now you have foreigners taking the places in our universities to the detriments of Ghanaian nationals and as if that is not enough they do not study they only bribe their way though and at the end of the day they also have a degree over the Ghanaian so what at all am I getting from Ghana as a Ghanaian national whose grandfather fought for independence? Today these rotten eggs of authorities get everything from this Ghana and on top of it side with foreigners to raise my utility bills and what do I get nothing so why must I carry the name.

Most Ghanaians in authority are sleeping. They travel but bring nothing/no ideas back home to help us run our economy properly. They are only interested in the per diems they collect. I discussed this issue with a high ranking administrator at Legon years ago. In the USA where Ghanaians always cite as an example, out-of-state students (students from other states and foreigners) pay about three times (3x)what in-state students pay, except the private universities where the fees are very very high and everybody pays the same amount - some as much as $50,000 per year. At the University of Texas, for example, the tuition fee for a Texan resident is about $5000 per semester whereas an out-of-state student (neighbour) pays about $17,300. The rule applies in almost every state. What are we doing in Ghana? Our so-called big men should 'shine their eyes', show some intelligence or 'get out of the kitchen' as suggested by Gen. Nunoo Mensah.

Yes he is very wrong. That is a very easy solution. Foreigners are the weakest part of any society. Anybody can bully foreigners and go scot free because they are like orphans. The only thing they can do when you increase fees by even a 1000% is to walk away. The foreign students in Ghana are mostly Africans who don't have more money than Ghanaians, so if you make it unaffordable they will just walk away.
Let the government take this cheap approach and see the quick decrease in enrollment that will ensue.

It is wise to educate the people of Ghanaian decent for growth than putting foreigner first unless the people of Ghana sees Western Education as being bad (BOKO HARAM). Most of your SHS students complete with very good grades but due to greed for foreign money, they are considered as second hand goods (OFOES) for admission. God bless our homeland Ghana.

What jj is saying is the right thing to do. Even in the United States, out of states students pay the same amount foreigners pay. Foe example, if you reside in New York State and school in Maryland state, you pay as much as a foreigner will pay. We call you out of 'out of state student' even though you are an American citizen. So if Ghana is not doing this then they are losing a lot. Basically the foreign student pay for the citizens. This must be done to compensate for the citizens.

This is an excellent suggestion. It is about time international students are made to pay higher fees. In the advanced countries for example, even citizens who are non-resident students of a province or region are made to pay higher fees than those who are residents of that state or province. In the first place, it will bring in funds and also reduce competition for placements.
This suggestion should be taken seriously by the government.
