So how that you are reporting that the non deduction of tax was not detected until 2001. Clearly I can see where you want the blame to go, but we all monitor these going on at the Judgement Debt Commission. Until Ghanaian reporters are bold enough to report the truth, and not trying to only try to paint only one side guilty, nothing will come out of this Commission's work.

Why is it so easy to get these huge sums of money from Ghana, money that could have been otherwise used to help with our development, just like taking a candy bar from a 3-year old child? WHERE DID WE GO WRONG and HOW CAN WE PUT A STOP TO IT OR CURTAIL IT?
Are we not becoming a laughing stock around the world? Can our officials check with neighboring countries whether they're are also paying judgment debts through the nose like Ghana? When the hell will this foolishness stop? Isn’t money all that hard to come by, so why are we dishing it out recklessly like that?
I’ve requested it once and will request it again: That the Judgment Debt Commission should be boosted up with TWO (2) more judges to help Justice Apau, because, Amanfuo, this seems to be a damn serious business, and too much blood sucking from Ghana, that one judge can’t handle adequately and prescribe laudable and workable solutions.

What does Ghana's tax law say about judgment debts? In the West, when a person or a business entity sues a company, a government or
another person and wins, the amount payable is received tax free. It is not a normal business income and therefore not taxable. For example, if you are involved in a car accident and you sue your insurance company, you do not pay tax on the money you receive as a result of the judgment. The lawyer who helped you case will however be liable to pay tax on the fee that he gets from you because legal fees are taxable. So, before we go about blaming others, we have first find out from our tax code, if judment debts are taxable. I am aware that Ghana's tax laws allow for witholding taxes on payments to foreigners. Witholding tax is quite a different animal from income taxes. Withholding taxes are very normal in international business transactions when a foreigner goes into a foreign country does some business and makes an income that is to be transferred out of the country. For example, there a lot of American owned companies in Canada. The American owned company operating in Canada pays normal income taxes from profits. In addition, any part of the after tax income that is transferred from Canada to the US attracts additional taxes called witholding tax, normally, about 25% of the amount to be transferred.
It is my opinon that Ghana may have similar tax laws. That is, the judgment debt itself may come tax free but if and when the funds paid are to be transferred out of the country, at that time, the withholding tax portion, what ever it is, would then be withheld.
We should not therefore balme the deapartment that paid the judgment debt. But rather, we should find out if the funds were transferred out of the country and if witholding taxes were held at the time of transfer.
