    So where is the supplier who failed to supply the sugar and why wasn't the money recovered if payment was effected but there was no delivery of the sugar

    Sometimes, people are so stupid. Why should withholding tax be deducted. If they owned taxes, then the money could be used to defray the taxes. This is a straight borrow and repayment proceeedure. Why withhold taxes.
