A Former Employee of Black Star Line, the national shipping line, says it was the Provisional National Defence Council (PNDC) Government that sold the Company and not the Progress Party (PP) Government.
Nana Opoku Agyemang III, formerly called K. Takyi-Berko, the Former Employee of the Black Star Line said it was the PNDC that sold the Company based on the recommendations of a committee it set up in 1982.
He was reacting to a publication in a section of the Media to the effect that the PP Government sold the Black Star Line.
"As the London Manager of the Line, I can say with absolute certainty that the asset of the Line included 16 vessels and some other immovable property when Colonel I.K. Acheampong toppled the Progress Party Government in 1972," he said, adding that four new acquisitions were added to the fleet later.
Nana Opoku Agyemang explained that during the Third Republic under President Hilla Limann's Administration when Mr Harry Sawyer was the Minister of Transport and Communications, almost eight years after PP Government was toppled, the Black Star Line was still alive and kicking. He recalled that during the Limann's Administration, a dispute arose between the Officers Afloat and the Government.
"The case came before her Lordship Mrs Justice Koranteng-Addo of blessed memory, and I, a Chartered Shipbroker and at that time the Member of Parliament for Offinso and Mr Kwasi Akoto, an Insurance Expert and the then Member of Parliament for Akropong, appeared before Her Lordship to take the case out of Court for settlement. This further shows that the Line was functioning during the Limann's Regime." Nana Opoku Agyemang said on March 7 1982, the PNDC set up a "Sale of Ships Committee" and he was, therefore, released from the Kumasi Central Prison, where he was in protective custody, to report to Mr B.D.D. Asamoah to become a member of that Committee.
He said, however, that Members of the Black Star Line Committee for the Defence of the Revolution (CDR) protested against his membership on the grounds that he was a PFP Member of Parliament and was, therefore, withdrawn from the Committee.

What do you think the IMF and the World Bank are doing when they've opened their offices in our capital? They dictate to us how we must run our country economically. This way, they ensure that we meet the conditionalities they've attached to the loan agreements we've signed with them. And the conditionalities favour them, for they're designed essentially to exploit us. As soon as the CIA engineered-coup overthrew our first President Nkrumah, the Americans rushed to Ghana with the IMF and the World Bank and offered us loans, while at the same time asking our government to devalue our currency. The explained that devaluing the currency would stimulate export and thus improve the economy. This means that we would be selling to them cheaply our primary products, and we've done that several times devaluing our cedi. Has the economy improved since then---after 47 years?
Truth is, as long as we continue to deal with the West the way we do, we'll never be free; we'll perpetually be indebted to them; our economy will never improve, so we'll be forced to rely upon them. And the more we rely upon them, the more they enslave us.
That's why it's so painful that our politicians like Kufuor would go to London, meet with Vodafone Executives and cheaply sold to them our Ghana Telecom for $90 million while rejecting about $230 million offered by a South African company. Why should a President who's not an expert in telecommunications personally transact such serious national business with a telecommunications giant like Vodafone, if he had no ulterior motive? Of course, rumour had it that Kufuor received from Vodafone into his own personal pocket $30 million. This makes sense if you wonder why he'd reject the South African offer for Ghana Telecom in lieu of the pittance from Vodafone .
This is our plight in Ghana and there doesn't seem to be a way out, so long as our politicians have no sense of patriotism and their priority goals seem to be to amass wealth at the expense of the state.

"PNDC sold Black Star Line - Former Employee

A Former Employee of Black Star Line, the national shipping line, says it was the Provisional National Defence Council (PNDC) Government that sold the Company and not the Progress Party (PP) Government.
Nana Opoku Agyemang III, formerly called K. Takyi-Berko, the Former Employee of the Black Star Line said it was the PNDC that sold the Company based on the recommendations of a committee it set up in 1982.
He was reacting to a publication in a section of the Media to the effect that the PP Government sold the Black Star Line.
"As the London Manager of the Line, I can say with absolute certainty that the asset of the Line included 16 vessels and some other immovable property when Colonel I.K. Acheampong toppled the Progress Party Government in 1972," he said, adding that four new acquisitions were added to the fleet later.
Nana Opoku Agyemang explained that during the Third Republic under President Hilla Limann's Administration when Mr Harry Sawyer was the Minister of Transport and Communications, almost eight years after PP Government was toppled, the Black Star Line was still alive and kicking. He recalled that during the Limann's Administration, a dispute arose between the Officers Afloat and the Government.
"The case came before her Lordship Mrs Justice Koranteng-Addo of blessed memory, and I, a Chartered Shipbroker and at that time the Member of Parliament for Offinso and Mr Kwasi Akoto, an Insurance Expert and the then Member of Parliament for Akropong, appeared before Her Lordship to take the case out of Court for settlement. This further shows that the Line was functioning during the Limann's Regime." Nana Opoku Agyemang said on March 7 1982, the PNDC set up a "Sale of Ships Committee" and he was, therefore, released from the Kumasi Central Prison, where he was in protective custody, to report to Mr B.D.D. Asamoah to become a member of that Committee.
He said, however, that Members of the Black Star Line Committee for the Defence of the Revolution (CDR) protested against his membership on the grounds that he was a PFP Member of Parliament and was, therefore, withdrawn from the Committee

The Drill Ship was used by Tsatsu Tsikata as Sovereign Guarantee to take French Businessmen's loans and so the Ship was held against payment of their money by Tsatsu Tsikata. He must be asked what he did with the loan? How the Ship was confiscated by his Creditors, and above all where is the money since no one has evidence of Oil Exploitation in the River Tano Basin. NDC crooks think we are dumbs. Its Tsatsu Tsikata who must be held responsible for this matter. What did he do with the loans? Akuffo Addo was following directives of the International Court. Nana is not in Politics to amass wealth at the expense of the nation as Tsatsu Tsikata and his NDC Fiaffitors do.

Reading most of the comments here tells me the NDC supporters are frustrated with the many create, loot and share accusations and having been waiting for something....anything at all to hang onto to shout over. Most of them either read the article but did not understand it or seeing Nana Addo's name in the artcle gave them "pre mature ejaculation". This was a court order to sell a ship to offset socts incurred due to default payment, since there was no board in place at the time, the attorney general at the time makes a request to the CEO of GNPC to issue a power of attorney to enable the sale to be carried out as instructed by the court. How some looneys see this as a smoking gun beats my imagination. This is either ignorance or plan stupidity. What people need to focus on is where the balance of $3m is.

The company was fighting to stay afloat and he is quite grateful of the help he recieved from K T Hammond as they re-structured. I do not think he will deliberately undermine K T Hammond's narration of events. What is reported here may have come out of questioning and maybe his own submission has not been reported. He saw what happened in 2001 as the only alternative at the time.

The last i heard, an employee of the bank of Ghana claimed the $3m dollars had been trasfered to Ghana Commercial Bank in UK. The problem is we do not and cannot do proper analysis of issues in this country. You cannot start labelling people as fraud or criminals without having all the facts. That is what is wrong. I did not even vote for NPP so i do not see your point here. Answer the following questions.
1. Was there a debt? Yes.
2. Did Ghana default on payments of this debt? Yes
3. Was there a court order to sell the ship to offset the debt or was it an individuals decision? Yet to be proved.
4. Was the sale of the ship used to payoff the debt? Yes.
The issue now should be where is the remaining $3m? We have to exhaust all available avenues at our disposal, before we start accusing people of crime.

Everybody appears to have forgotten when sailors sent by GNPC on ships to Gabon and Angola became stranded and had to be rescued by the goverenment of the day. These sailors held press conferences with red armbands. I for one shall not be fooled by this government who want to spread blame around.
ACCRA, Sept 27 (Reuters) - Ghana's debt-ridden state-run Ghana National Petroleum Corporation (GNPC) has laid off 80 percent of its staff as part of a major restructuring, its chief executive said on Thursday.
Ofori Quaah, who described the company as ``broke,'' said a total of 389 staff had been laid off and that GNPC would now concentrate on its core activities of promoting petroleum and gas exploration and production.
In the past GNPC has also been involved in telecoms, banking, gold and salt production as well as cocoa plantations.
``We've already scaled down substantially from where we were, say, three or four years ago. We want to concentrate on our core business,'' Quaah said.
Former chief executive Tsatsu Tsikata, who ran GNPC for 15 years, has been put under official investigation and forensic audit last month.
He has been accused by members of the government of overstretching the company's resources across too many sectors and saddling it with huge debts. Tsikata rejects the criticisms.
Government officials say GNPC owes some $26 million to Credit Suisse and Union Bank of Switzerland UBS , both of whom are demanding repayment.
Switzerland's Societe Generale de Surveillance won a ruling in a British court in June to have GNPC's Discoverer 511 drillship sold to defray a debt of $47 million.
Government officials also say the company spent $62.5 million to buy and refurbish six rigs and other marine assets, but the units have not been put into operation.

Dr Ofori Quaah is on this forum disputing today's reportage so don't take comfort from this story. The company was mismanaged and to keep afloat, they had to dispose of assets that were bringing in no revenue to be able to concentrate on its core business. When they did that, Dr Ofori Quaah and other unsung Ghanaians came up with the seismic mapping data that led to discovery of oil, which is now keeping the Ghanaian economy on life support machine.
Let us understand issues before we comment. Anyone can research into this story to track what happened. We are simply refusing to do that because of political expediency!

Every passing day brings more conflicting information from NPP 'surrogates' like Abdul Malik Kweku Baako and yourself. I believe the gentleman posed very direct and pertinent questions you have chose to side step: Whatever happened to the other GNPC indebtedness your culled information refers to? Why is Dr. Ofori Quaah now contrite about the manner in which the sale of the drill ship was carried out? And if the bizarre argument that has been advanced by Baako and his ilk is tenable- namely that the cabinet has the authority to supersede the actins of the GNPC or its board,why was Nana Addo,the then AG asking this fmr CEO to provide the govt`s exalted messenger,KT Hammond with a power of attorney? And this constant refrane you keep harping on about all the relevant being available for the taking is simply laughable. Tsatsu has never denied that GNPC was sued for $47m dollars in the UK. Is anybody asking how GNPC got out of this mess? Why has SG, since 2001, not been chasing GNPC for its claims? It means someone settled it. If we care to find te truth, we can use judiciary channels to obtain the judgement from the UK. Why are we not doing that? POLITICS.
I am not privy to anything outside what has always been in the public domain since 2001. It was a mess that the NPP had to clean up. If you think the debt could have been reduced to Zero, ask Tsatsu. He was prepared to settle for $20m in 1998!

What is your denial? That you didn't say you erred? All organizations such as the GNPC which is chartered under the laws of Ghana surely must have by-laws which guides the way such organizations are run. A C.E.O of such an organization also surely must know the by-laws. I am guessing here, but surely the disposition of an asset as substantial as this drill ship cannot be handled without a Board of Directors meeting. Just as much, a simple phone call from the Attorney General - any Attorney General should not be sufficient to carry out such an order. Something I n writing must be compelled. I am scratching my head trying to understand how the chronology of events described in this article is possible. Even if the Deputy Energy Minister had been delegated to undertake such activity as selling the drill ship, you would think that such should also instigate meetings within the Ministry of Energy so that multiple people will be aware of what is going on. It is truly incredible the shenanigans that has gone on.

What we have to concentrate on is how the judgement debt was created and how the proceeds of the sale were disbursed. We must account for all the money. All of you must remember that Tsatsu was Chairman of the Board of Directors and Chief executive at one time. At other times, he was the chief executive without a board for a long time.
