    In deed, this is a huge financial loss to the state. Charge the organizers. Send them a bill and a deadline to settle it. If they fail to settle, then you sue and confiscate their assets (if any)

    Whether the people were 25 or 25,000 it is the message that matters. There was no financial loss to the state or the police because what were those policemen/women to do that day and which was not done?

    Leave TAF alone. What did you do when you saw that the police grossly outnumbered the demonstrators? You kept your numbers so that they will all receive some allowance hoping to get judgement debt from TAF?
