    Most of them are illiterates who only look for contracts for their 'consultants' to work on. This is what finally extends to parliament where the majority of work done is contracting loans. What a rotten country?

    Consultancy? It's just a freak n scheme to steal state money. Clean garbage, built toilets or urinals and you spend the money on consultancy? They could have easily brought in research students from Urban Planning to do that ...
